About this file
Synopsis Amendment 0003 provides updates to a solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Architect-Engineer services for the Naval Facilities Engineering Command (NAVFAC) EURAFCENT Area of Responsibility. The amendment addresses two key items: incorporating revised synopsis details based on pre-proposal inquiries and providing responses to those inquiries.
The amendment clarifies two specific points: (1) Post-construction award services can be demonstrated through any project designed by the firm and implemented for the full construction performance period, and (2) For Criterion 2 professional qualifications, non-U.S. professionals who meet locally recognized legal requirements to independently practice will be considered compliant, with a specific exception for Fire Protection Engineers who must pass the NCEES written examination. This amendment provides flexibility for international professionals while maintaining specific technical credentialing standards for the contract.

2) Provide Responses to PPIs received to date
1. REVISED SYNOPSIS
All changes are highlighted in yellow.
2. PRE-PROPOSAL INQUIRIES
30 Please confirm that post construction award services can be demonstrated through the completion of a design-build project where full plans and specs were delivered by the firm.
Post Construction Award Services can be demonstrated through any project that was designed by the firm and was implemented for the full performance period of a project’s construction.
31 Follow-Up to Question 23 - Criterion 2:
We appreciate the Government's response regarding licensure under Criterion 2. As a point of clarification, in many European countries, there is no licensure process equivalent to U.S. professional engineering or architectural licensure. Instead, individuals are legally qualified to practice architecture or engineering based on completion of accredited university degrees, in accordance with national laws and regulations.
Given this difference, can the Government confirm that individuals who meet the locally recognized legal requirements to independently practice their respective discipline (e.g., accredited degree and national recognition) will be considered compliant with Criterion 2, even if they are not subject to a formal registration or certification process?
As a clarification, equivalent individuals that are citizens of a country outside of the U.S., that meet the locally recognized legal requirements, within their country of citizenship, in accordance with national laws and regulations to independently practice will be recognized as acceptable individuals with exception to the Fire Protection Engineers who must have passed the fire protection engineering written examination administered by the NCEES.
