About this opportunity
UNICOR (Federal Prison Industries, Inc.) seeks procurement, delivery, installation, and training of a complete anti-reflective coating laboratory system for FCI Butner, a federal prison in North Carolina, with proposals due July 14, 2026 and a mandatory pre-bid site visit on June 11, 2026 at 9:00 AM. This is full and open competition; no set-aside applies.
Place of performance is Butner, North Carolina. The AR coating system must process 360–450 pairs of lenses per 8-hour shift (both sides) for lens sizes 65–80 mm and integrate with existing 480-volt, 400-amp electrical service. The facility processes 250–300 production jobs daily with a maximum capacity of 500 jobs. The contractor must deliver the complete turnkey system, including AR coating equipment (Syrus 1100 system with deposition chamber, process control system, pumping system, cryogenic cooler, ion source, electron beam evaporator, and substrate rotation unit), ultrasonic cleaning system, lab accessories (ovens, laminar flow station, water chiller, electrical transformers), spare parts and consumables calculated for 100 runs, complete technical documentation, and a minimum of 14 days onsite training covering system operation, maintenance, troubleshooting, and safety. Installation must begin within 10 business days of equipment arrival. Final acceptance requires successful commissioning, completed training, technical specification verification, documentation submission, and deficiency correction. All personnel must complete NCIC background checks by June 9, 2026 for site visit attendance. Proposals must address Technical Specifications (most important), Delivery Time Frame, Past Performance, and Price (least important). Advanced payments are limited to 15 percent of total contract value per FAR 32.202-2; the government proposes percentage payments upon arrival and inspection of each line item, with remaining balance due upon Field Acceptance Testing and training completion.
