About this file
This is a Questions and Answers document for solicitation SV0214-26 addressing vendor inquiries regarding equipment procurement and contract terms for UNICOR.
The document clarifies technical specifications and operational parameters for the acquisition. CAD files for framing are unavailable; vendors must submit separate proposals for both Dip Coater and Spin Coater design options. The sand blaster will be located separately from other equipment, with one unit required as suggested. The facility has 480-volt, 400-amp electrical service available in the maintenance room. UNICOR processes between 250 to 300 production jobs daily with a maximum capacity of 500 jobs. Regarding payment terms, federal regulations (FAR 32.202-2) restrict advanced payments to a maximum of 15 percent of total contract value, making the vendor's standard 30% down payment unacceptable. The government proposes an alternative payment structure with percentage payments upon arrival and inspection of each line item, with remaining balance due upon Field Acceptance Testing (FAT) and training completion.

SV0214-26 QUSTIONS AND ANSWERS
Q1: Can we have a CAD File instead of the PDF file for the framing?
A1: CAD files are not available from the company.
Q2: If UNICOR wanted a Dip Coater or a Spin Coater?
A2: The vendors were asked to provide different proposals with each design.
Q3: Will the sand blaster be in a different location?
A3: Yes
Q4: How many will be used where he suggested one should be used.
A4: One
Q5: Does the plant have 480 volts coming in.
A5: yes, the factory is going to provide 480 volts service with 400 amps to the maintenance room.
Q6: How many productions jobs UNICOR does a day?
A6: Between 250 to 300 a day with a 500 job max.
Q7: When the quotes/bids are issued is there a typical gov payment schedule for deposit? Example we normally have 30% down, 60% prior to shipment, and 10% upon FAT (field acceptance testing).
A7: FAR (RFO) 32.202-2 states we cannot do an advanced payment above 15 percent of the total value of the contract. 60 percent would not be possible prior to shipment. We could do a percentage for each line item as it arrives and is inspected. Then we could pay the remaining percentage upon FAT and training.
