About this opportunity
The Department of the Navy Information Warfare Systems Command, through NIWC Atlantic's Rapid Capabilities Office, seeks a commercial technology accelerator prototype under Commercial Solutions Opening AOI 27-A002 to support the Department of War Enterprise Software Initiatives' need for a repeatable method to identify commercial emerging technologies, validate DoW demand, and assess secure use within DoW environments. Solutions briefs were due October 21, 2026 at 2359 Eastern Daylight Time through the Vulcan platform (vulcan-sof.com). No set-aside is used.
Place of performance is Hanahan, South Carolina 29410. The requirement is unclassified, but the solution must support multiple classification levels. Primary attributes include objective and repeatable process design, plain-language artifacts for Government and industry participants, minimal long-term contractor dependency, and clear Government authority preservation. Secondary attributes include prior technology scouting experience at Technical Readiness Level 6 or higher and rapid pilot utility within six months.
The prototype must identify commercial technologies using objective market signals, identify and prioritize DoW demand signals, match technologies to validated needs, assess security and technical feasibility, educate vendors on acquisition and licensing requirements, reduce administrative burden on Government personnel, and demonstrate the end-to-end process through a practical pilot. Selected companies will be invited to virtual pitches November 2-6, 2026, where vendors must demonstrate their solution using a known requirement and deliver a prototype with supporting artifacts. An awarded prototype agreement may result in a direct follow-on production contract without further competitive procedures.
No public announcements about this AOI are permitted before Government notification of Phase II pitch down-selects, and noncompliance may result in exclusion from further consideration. The NAICS code is 541715, and the PSC is AC13.
Notice text
The Department of War (DoW) Enterprise Software Initiatives (ESI) requires a faster, more
objective, and more reliable method to identify commercially successful emerging technologies,
validate actual DoW demand for those technologies, assess whether they can be used securely
within the DoW environment, and enable commercial vendors to successfully understand and
adapt to DoW acquisition, licensing, pricing, and business practice requirements.
Many commercially successful software publishers, OEMs, and technology providers are
currently unwilling or unable to effectively do business with the DoW due to barriers related to
security compliance, cybersecurity authorization processes, unfamiliarity with defense
acquisition and fiscal requirements, and misalignment between commercial licensing models and
DoW enterprise needs.
Current ad-hoc approaches result in slow adoption timelines, significant administrative burden
on Government personnel, missed opportunities for innovative capabilities, and reduced buying
power.
NIWC Atlantic seeks a prototype that will demonstrate a more effective, repeatable, measurable,
and scalable method to accelerate the path from market identification of emerging commercial
technologies to DoW-ready adoption decisions.
