About this opportunity

The Naval Information Warfare Systems Command seeks vendor solutions for a Multi-Enclave, Wireless 5G Tactical Fly-Away Kit prototype under a Commercial Solutions Opening, with solution briefs due August 17 at 2359 EDT. The contract carries no set-aside but requires nontraditional business participation.

Place of performance includes potential travel to San Diego, California; Panama City, Florida; and Charleston, South Carolina. The system must deliver resilient, high-bandwidth, low-latency connectivity across multiple security classification levels (Unclassified through TS/SCI) using NSA Commercial Solutions for Classified packages with Low Probability of Intercept/Low Probability of Detection technologies, unified zero-trust cross-domain access from single endpoints with strict data isolation, and resilient anti-jam connectivity leveraging MILSATCOM and proliferated Low Earth Orbit constellations with automated Primary, Alternate, Contingency, and Emergency failover. The solution must employ a Modular Open Systems Approach to avoid vendor lock-in, achieve deployment and setup within 30 minutes, fit standard transit cases for two-person transport, comply with shipboard power and EMCON standards, and meet marine hardening specifications including MIL-DTL shock and vibration standards, salt fog resistance, IP67 rating, and fanless designs.

Contractors must possess a Top Secret Facility Clearance with Sensitive Compartmented Information eligibility and CMMC Level 2 (Self) certification at submission. Submission is via the Vulcan platform (vulcan-sof.com) only and must include the prime contractor's CAGE Code. Selected briefs advance to Phase 2 virtual Microsoft Teams pitches tentatively August 24–28, 2026. The Government reserves the right to limit pitch invitations and may directly award a follow-on production contract without additional competition. NAICS code 541715 applies; PSC is AC13.

Notice text

The Navy requires transformative, self-contained communications systems that provide resilient, high-bandwidth, low-latency connectivity for multiple security enclaves simultaneously. These systems ideally would operate within a secure wireless environment that is survivable against electronic warfare (EW) threats, compliant with shipboard safety standards, and capable of rapid deployment with minimal configuration.
