About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 is soliciting proposals for antimicrobial microtiter broth assays and associated reagents/consumables to support bacterial antimicrobial susceptibility testing at the Puget Sound Healthcare System in Seattle. This Indefinite Delivery Indefinite Quantity (IDIQ) contract will provide cost-per-test (CPT) services including equipment (analyzer/instrument), reagent kits, preventative maintenance, and potential FDA-approved equipment upgrades as requested by the contracting agency. The vendor must deliver standard and custom antimicrobial panels with true MIC values obtained through broth microdilution to enable healthcare providers to determine appropriate antibiotic treatments for veterans' isolated pathogens. Key contract requirements include providing specialized dry panels for various organism types, Mueller-Hinton and Middlebrook broths, laboratory consumables, and all associated services, with reagents delivered through the PSHCS Seattle Warehouse upon request. Proposals are due by December 15, 2025, at 5:00 PM Pacific Time, with the contract period running from January 2026 through December 2030.

This procurement carries no set-aside designation and involves a guaranteed minimum award value of $500 with a maximum contract ceiling of $1,250,000 over the five-year ordering period. The contract applies to NAICS code 325413 (In-Vitro Diagnostic Substance Manufacturing) with a small business size standard of 1,250 employees. The solicitation requires vendors to provide comprehensive microbiological testing supplies including multiple types of dry panels, specialized broths, water solutions, pipette tips, seals, and other laboratory consumables necessary for pathogen identification and antimicrobial resistance testing. All work will be performed in Seattle, Washington, at the Veterans Integrated Service Network 20 facility, with the vendor responsible for equipment maintenance and validation of any new FDA-approved equipment introduced during the contract cycle. Interested contractors should submit firm-fixed-price service order quotes addressing the detailed requirements outlined in the government's procurement documents.

Notice text

This platform, and associated reagents, is used for bacterial antimicrobial susceptibility testing at PSHCS on veteran’s isolated pathogens. This contract is for reagents and/or consumables as part of a cost per test (CPT) agreement with equipment(analyzer/instrument) owned by vendor with any and/or all services to be included but not limited to performance and/or function ability, if acquired during the contract cycle. If at any time an FDA approved newer equipment is available, vendor shall provide with all cost of validation by the request of PSHCS.  Furthermore, vendor reagents and/or consumables are delivered upon request through the PSHCS Seattle Warehouse. Antimicrobial panels with true MIC values obtained by broth microdilution, must provide antibiotic susceptibility and resistance patterns through standard and/or custom panels to ensure our patient population obtains appropriate testing and treatment. These products are mandatory for determining what antibiotics the veteran’s provider can use to treat pathogenic organisms.
