About this opportunity
The National Oceanic and Atmospheric Administration seeks annual yard work and services for its Research Vessel Fulmar (R6701), a 67-foot research vessel, with quotes due July 21, 2026. The procurement is a Total Small Business set-aside under NAICS 336611 (Ship Building and Repairing), with a 1,300-employee size standard.
Work must be performed at a facility within a 100-statute mile radius of Monterey, California, during the performance period from September 15, 2026 to March 1, 2027. The contractor must complete haul, clean, block, store, and launch operations; inspect and pressure-test seacocks, transducers, foils, and strakes to 3 PSI; renew Prop-Speed coating and touch up bottom paint per International Paints standards; install Performance Metals "HYAA Boater's Dream Hull Anode" replacements; replace approximately 20 percent of exterior hydraulic hoses; service all generators including oil sampling, coolant testing, water pump replacement, and 30-minute operational testing at maximum rated amps; inspect engine mounts, shafts, and cutlass bearings with tolerance verification; replace head-to-tank piping with larger diameter piping; and inspect and rebuild or replace bow thrusters. All work must meet or exceed American Boat and Yacht Council and U.S. Coast Guard Subchapter T requirements. All welding must be performed by certificated welders working to approved procedures with proper fire suppression and gas-free certificates. The contractor assumes full responsibility for vessel safety, fire protection, security, water-tight integrity, and environmental protection from arrival until NOAA removes the vessel.
The contract includes two CLINs: CLIN 0001 for Annual Yard Work and Services and CLIN 0002 for Contingency Repairs from Condition Found Reports subject to prior approval. The contract is firm-fixed-price on an all-or-none basis with Net 30 payment terms and FOB Destination delivery. Department of Labor Wage Rates WD 2015-5633, Revision 26 (dated May 13, 2026) apply. Evaluation criteria are technical acceptability/capability (pass/fail), past performance on related contracts, and price, with award to the lowest-priced, technically acceptable offer. Site visits are highly recommended and may be conducted July 6–15, 2026, Monday–Friday, 9 AM to 4 PM. Questions are due July 16, 2026 at 12:00 PM EST. Contact Josh Gunn (818-903-6786, Josh.gunn@noaa.gov) and David Lott (831-241-3097, Dave.lott@noaa.gov).
