About this opportunity
The National Oceanic and Atmospheric Administration seeks annual shipyard services for the R/V Minke research vessel, with quotes due August 11, 2026. The procurement is set-aside for small business concerns under NAICS 336611 (Ship Building and Repairing), with a size standard of 1,300 employees.
Performance runs September 1, 2026 through April 30, 2027. All work is performed at the contractor's facility within 75 nautical miles of Santa Barbara, California, with the Government responsible for transporting the vessel. The R/V Minke is a 29-foot fiberglass-hulled high-speed catamaran with a 7.0-ton displacement, powered by two Yamaha 300XCA engines (port side serial 6CF 1014835, starboard side serial 6CE 1052514). The contract is firm-fixed-price with FOB Destination and Net 30 payment terms. Place of acceptance is Channel Islands National Marine Sanctuary in Santa Barbara.
Scope includes four priced tasks: haul, clean, block, store, and launch; touch-up bottom paint using Interlux Ultrakote Antifouling with specified primer; service both Yamaha engines with preventative maintenance by a certified mechanic including valve clearance, anode replacement, filter service, impeller/water pump service, and thermostat service, followed by dock and sea trials; and conditions found repairs. All welding requires USCG, ABS, or nationally recognized certifications. Required submittals include SF 1449, SF 30(s), Past Performance Reference form (demonstrating relevant experience within the past three years), UEID/CAGE code, named subcontractors, facility distance from Santa Barbara in nautical miles, paint and supply specifications, certifications, and active SAM registration. Department of Labor Wage Determination WD 2015-5647, Revision 27 applies. Evaluation is pass/fail on Technical Acceptability/Capability, Past Performance, and Price, with award to the lowest priced, technically acceptable quote on an all-or-some basis. Quotes remain valid 60 days.
