About this opportunity

The contract would cover one base year with four additional option years, servicing generators from three manufacturers: four Caterpillar units, three Kohler units, and one Cummins unit ranging from 60kW to 750kVA capacity. Key requirements include comprehensive maintenance tasks such as oil and filter changes, full load bank testing, cooling and fuel system inspections, battery condition checks, and control panel verification, with the contractor required to provide 24/7 emergency service and detailed inspection reports. The agency is specifically seeking to determine if adequate small business contractors are available, including SBA-certified HUBZone, 8(a), Women-Owned, or Service Disabled Veteran-Owned Small Businesses that meet the technical criteria. Interested vendors must submit capability statements of no more than 10 pages by 11:00 PM ET on August 12, 2025, to Contract Specialist Katelyn Nelson at Katelyn.Nelson@usda.gov.
This sources sought notice indicates no set-aside designation has been determined yet, as the agency will use responses to decide whether to restrict competition to specific small business categories or proceed with full and open competition. The contract falls under NAICS code 335999 with a size standard of 600 employees, and the generators are strategically located across multiple facility buildings including the main compound, catfish facility, cotton gin facility, and research centers. The anticipated contract start date is April 2025 with a total potential duration of five years when including all option years. No incumbent contractor or current award values are mentioned in the notice, and the agency emphasizes this is strictly market research with no commitment to award based on responses received. The generators serve critical standby power functions for USDA research infrastructure, highlighting the importance of reliable emergency power generation capabilities for ongoing agricultural research operations.
