About this opportunity

The Naval Surface Warfare Center Carderock Division (NSWCCD) is seeking annual maintenance and calibration services for four specialized Deatak Inc. scientific testing instruments, including a Cone Calorimeter, Radiant Panel Flame Spread Tester, Lateral Spread of Flame Tester, and Flooring Radiant Panel. This is a sole-source solicitation under FAR Part 13.106-1(b), with the Contracting Officer determining that only Deatak Inc. can reasonably provide these services. Interested parties must submit a capabilities statement by May 13, 2025, at 9:00 AM EST, which should include pricing, FOB point, point of contact information, GSA contract number (if applicable), business size, and payment terms. The government will evaluate responses to determine whether to proceed with a competitive procurement, reserving the right to make a final determination on the solicitation approach. Submissions must demonstrate the ability to meet all specified equipment maintenance and calibration requirements.

The contract is set aside for small businesses within the NAICS code 541380, which has a small business size standard of $19 million. The procurement is specifically for Deatak Inc. equipment located in Westlake, MD 20817, and consists of one base year with two optional one-year extensions, totaling a potential three-year contract period. The service requires a 5-day on-site visit by a factory-trained, Deatak-authorized technician who will perform maintenance, repairs, and calibration according to the original equipment manufacturer's recommended practices. Additional contract options include up to two supplementary annual service visits and the potential purchase of replacement parts, with the contractor covering shipping costs. While no specific award value is mentioned, the detailed performance work statement indicates a comprehensive service contract focused on maintaining critical scientific testing equipment for the Department of the Navy.
