About this opportunity
The Vermont Army National Guard, through its 158 Mission Support Contracting Office, is soliciting quotations for annual crane and hoist test and inspection services, with responses due May 27, 2026 and questions due May 14. This is a total small business set-aside with a $13.0 million applicable size standard under NAICS 811310.
Place of performance is the 158th Vermont Air National Guard at multiple locations in South Burlington, Vermont, encompassing five overhead hoists across four buildings: Building 150 Hangar, Building 326 North and South Bays (equipped with powered monorails), and a Paint Booth (equipped with a manual monorail). The contract runs from June 1, 2026 through May 31, 2029, structured as a base year plus two optional 12-month extension years, with all five hoists requiring annual inspection and load testing completed in a single mobilization.
All inspections and load tests must comply with Department of the Air Force Manual 91-203 Chapter 12, OSHA Regulations 29 CFR 1910.244, 1926.1413, 1926.406, 1926.552, and 1926.554, and ASME standards B30.10, B30.16, B30.17, and B30.21. Load testing shall be performed at 100–125 percent of rated load capacity. Inspection reports and load test certificates are due within 15 calendar days of completion. Contractors must provide all personnel, equipment, tools, materials, and supervision, including forklifts and manlifts; the Government furnishes workspace, utilities, and communications equipment. All contractor personnel require AT Level I antiterrorism training within 15 days of contract start and must comply with installation security and badge policies. Services are performed Tuesday through Friday, 0700–1600 hours, excluding federal holidays.
Evaluation uses three factors: Technical Capability (acceptable/not acceptable based on proposed OSHA-compliant approach), Past Performance (acceptable/not acceptable; unknown past performance rated acceptable), and Price (reasonableness and completeness). Award will be made to the responsible offeror whose offer is most advantageous considering price and other factors. The Government intends to award a single firm-fixed-price contract. Contracting Officer is Kristen Lucey (kristen.lucey.2@us.af.mil); Contract Specialists are James Yoshikawa (james.yoshikawa@us.af.mil).
