About this file

This file contains Questions and Responses clarifying requirements for annual crane and hoist test and inspection services at the 158th Fighter Wing, Vermont Air National Guard.

The government confirmed that all five hoists require annual inspection and load testing that can be completed in a single mobilization, eliminating the need for separate trips throughout the year. The five hoists are located across multiple buildings: Building 150 Hangar (30' wide x 90' long), Building 326 North and South Bays (20' wide x 40' long each), and a Paint Booth (30' long). The North and South Bay hoists are mounted on powered monorails, while the Paint Booth hoist is mounted on a manual monorail. Contractors must provide all personnel, equipment, tools, materials, and supervision, including forklifts and manlifts or specialized equipment as required. A boom lift is recommended for Building 150 access, while the remaining hoists can be accessed with contractor-provided step ladders. The government will not provide lift equipment onsite, so contractors must plan accordingly. This three-year contract runs from June 1, 2026 through May 31, 2029, is set aside for small businesses under NAICS Code 811310 with a $13.0M size standard, and is being procured as a Request for Quotation through the 158 Mission Support Contracting Office.

Text version

Q. Can you please confirm whether the requirement is for five hoists total, with inspection and load testing to be scheduled based on the contractor’s normal process, or if separate mobilizations are required?

R. Separate mobilizations are not required. Preferred all time in the same mobilization.

Q. For the Building 150 / Hangar hoist, can you please confirm whether the unit can be accessed with a scissor lift, or if a boom lift is required?

R. Recommend boom lift.

Q. For the remaining hoists, can you please confirm whether they can be accessed with a step ladder?

R. 11ft so step ladder possible but contractor is required to provide.

Q. Can you please confirm what the North Bay, South Bay, and Paint Booth hoists are mounted to, such as fixed hoist, jib crane, monorail, or bridge crane, and whether they are manually operated or powered?

R. North / South Bay – Monorail, powered and Paint booth – Monorail, manual

Q. Will a lift be available onsite for contractor use during performance, or should contractors plan to provide their own lift equipment?

R. From the PWS - 1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform the annual inspection, load testing and certification of five (5) overhead hoists located at the Aircraft Maintenance Facilities of the 158th Fighter Wing, Vermont Air National Guard, as defined in this PWS. To include Forklifts and manlifts or any other specialized equipment as required.

Q. For the overhead crane systems associated with the listed hoists, could you please provide the bridge/span dimensions, including approximate length and width measurements?

R. Bridge Span Dimensions:

· Building 150 dimensions 30’ wide x 90’ long

· Building 326 North & South 20 ‘ wide by 40’ long

· Paint Booth – 30’ Long Q. The solicitation references an estimated annual quantity of five (5) inspections/testing events for each hoist. Can you please confirm whether this is intended to represent five separate mobilizations within a single calendar year? Our team noted that standard industry practice for hoists/cranes under normal usage is typically one periodic inspection annually, while load testing is commonly performed every four years, although some agencies elect to perform load testing annually.

R. Testing and Inspection to be complete every year and it does not required separate mobilization. If all can be completed in 1 mobilization, that would be preferred.
