About this opportunity
The National Aeronautics and Space Administration (NASA) Headquarters has issued an Announcement for Partnership Proposals (AFPP) seeking innovative partnership proposals for the Orbiting Carbon Observatory-2 (OCO-2) mission within the Earth Science Division. This special notice invites external organizations to collaborate with NASA on operations and data collection activities for this existing Earth Science satellite mission. The complete solicitation details are available through NASA's Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES) at https://nspires.nasaprs.com. Interested parties must actively monitor the NSPIRES platform for updates, as NASA may periodically revise and amend the announcement with additional documents such as questions and answers. All inquiries regarding the proposal should be directed via email with "OCO-2 AFPP" as the subject line to the designated point of contact.
The primary objective of this AFPP is to enable more impactful exploitation of NASA resources while advancing the commercial remote sensing industry through strategic partnerships with external organizations. The proposal submission deadline is February 26, 2026, at 4:00 PM Eastern Standard Time, with evaluations and selections estimated for late March 2026. Notably, NASA will not provide funding under these partnership agreements, which may be structured as either Non-Reimbursable or Reimbursable Space Act Agreements. Eligible partners include external organizations with demonstrated capability to support satellite mission operations and data collection activities. The opportunity invites proposals for one or more partnerships that offer clear benefits to the selected partner(s), focusing on innovative approaches to mission operations and enhanced access to space resources through collaboration with NASA.
