About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center is seeking Contractor Logistics Support (CLS) for its fleet of 18 AN/MSN-7 Communication Central Systems, also known as Tower Restoral Vehicles (TRVs). The government plans to award a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) Firm-Fixed-Price contract with a Cost Reimbursable No Fee Travel CLIN. Key requirements include program management, supply of parts and consumables, depot-level and system-level maintenance, and achieving a 98% operational availability rate. AN/MSN-7 Contractor Logistics Support (CLS) Synopsis
NOTICE TO FOREIGN CONTRACTORS: This notice DOES NOT PERMIT foreign participation at the prime contractor level. This notice does not constitute a request for proposal, request for quote, or invitation for bid. No contract shall be awarded from this announcement. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2 - Synopsis of Proposed Contract Actions in preparation for release of the Request for Proposal at a later date. Additionally, this notice includes a Draft RFP to gather industry feedback. No reimbursements shall be made for any costs associated with reviewing, providing material, or providing information in response to this announcement or any follow up information requests. Nothing shall be construed herein to commit or obligate the Government to further action as a result of this announcement. Contractors not responding to this announcement will not be precluded from participation in any future solicitation, if issued. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
The Government intends to award a Federal Acquisition Regulation (FAR) Part 15, single award Indefinite Delivery, Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) with a Cost Reimbursable No Fee Travel Contract Line Item (CLIN) In Accordance With (IAW) the Joint Travel Regulations (JTR) contract.
The Government anticipates that the contract will consist of one basic period of two (2) month Phase-In and a ten (10) month full Operational Capability, with eight (8) additional 12-month option periods and includes FAR 52.217-8 Option to Extend Services for six (6) months for a total of nine (9) and one-half years/one fourteen (114) months.
BACKGROUND
The AN/MSN-7 Communication Central System, also known as the Tower Restoral Vehicle (TRV), is a
deployable air traffic control tower used for control of aircraft during taxi, takeoff and landing on and around airfields. The AN/MSN-7 operates as a self-contained system, with a primary vehicle that contains all electronic equipment required for operations and a support vehicle that provides normal deployment. The primary mission of the AN/MSN-7 is to provide rapidly deployable Air Traffic Control (ATC) tower services for USAF deployment operations, such as bare bases and alternate off-base landing areas. The secondary mission of the AN/MSN-7 is provide temporary replacement of existing air traffic control tower facilities while they are being repaired or refurbished.
Program Description
The Contractor Logistics Support (CLS) of the AN/MSN-7 systems, fleet of eighteen (18) (16 operational, 1 trainer, and one mock-up). Support requirements to include program management and supply of all the AN/MSN-7 parts, support equipment components, all system materials, and consumables as well as replenishment of spare parts.
The effort also requires the Contractor to provide depot-level and system level maintenance down to Line Replaceable Unit (LRU) level repair as needed, procurement, and installation services on an as required basis.
This effort shall assist in meeting the required AN/MSN-7 Operational Availability (A0) rate of 98%. The Contractor shall not be responsible for repair or maintenance of the PRC-113 radios or the High Mobility Multipurpose Wheeled Vehicle (HMMWV) that is associated with the AN/MSN-7.
Bidders Library
The Government intends to provide a secured Bidder's Library to provide access to Controlled Access documents. The Bidders Library may contain Air Force Technical Orders, drawings, or other technical data. If an offeror has a specific data request, please submit your request with the intent of usage for such data by emailing the Contracting Officer no later than 2:00 PM CDST 26 June 2024.
Prospective offerors MUST provide a valid DD Form 2345 (Military Critical Technical Data Agreement) via email to be granted access to view the Bidder's Library. Upon review and approval of the valid DD Form 2345 to the Contracting Officer, Bidders will receive further instructions on how to access the secured documents.
