About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is conducting market research to identify potential sources capable of repairing electronic component parts for the AN/ALQ-131 Electronic Countermeasures (ECM) Pod system. The government seeks contractors with production data, repair data, expertise, capabilities, and experience to meet qualification requirements for repairs supporting both the U.S. Air Force and foreign Military Sales Partners. Key contract requirements include the ability to perform depot-level repair, handle classified materials, maintain configuration management processes, track inventory, and provide technical data generation and warranty terms. Contractors must submit comprehensive capability documentation addressing facility capabilities, past experience on similar projects, production capacity, and proposed repair processes. The response deadline for the Contractor Capability Survey is March 9, 2026, and responses must be submitted via email to the four designated points of contact: Program Manager Mitch Westlund, Exportability Officer Owen Moorehead, Engineering Officer Nhan Nguyen, and Contracting Officer Daniel Daniels.
No set-aside designation has been applied to this procurement, though the government encourages small business participation and joint ventures. The requirement encompasses 14 specific component line items with an estimated annual procurement of 2-10 units per year per item, including signal processors, voltage controlled oscillators, filter switches, RF amplifiers, cables, modulators, and related components, with an estimated annual contract value ranging from 2-10 years. The government has not yet determined security clearance levels or foreign participation requirements. Participation in this market research does not guarantee future solicitation or contract awards, and the government will not reimburse any participation expenses. Small businesses are encouraged to identify teaming arrangements if full in-house capability is unavailable and to recommend work areas suitable for small business set-asides in future solicitations.
