About this opportunity
The Department of the Air Force Materiel Command Installation and Mission Support Center is seeking software licenses and sustainment services for its Advance Meter Reading Solution (AMRS) Power Monitoring Expert (PME) platform. The procurement encompasses sustainment of approximately 46 existing Schneider EcoStruc Power Monitoring Expert software licenses across worldwide Air Force locations, with an option to purchase up to 15 additional licenses over a four-year, six-month contract period. Key requirements include vendor-certified software training, technical support, software updates, cybersecurity compliance, and data acquisition and management capabilities. The government is conducting this Request for Information (RFI) as market research to assess vendor capability and availability, and interested contractors must submit a three-page capability statement by February 6, 2026 at 1:00 PM Central Time addressing business details, past performance, licensing service capabilities, GSA Schedule availability, and Department of Defense Authority to Operate status. The government emphasizes that this RFI does not constitute a commitment to award a contract but is intended to inform the formal solicitation strategy.
This procurement is designated as a Competitive 8(a) set-aside under the Small Business Administration program, with a NAICS classification of 513210 (Software Publishers) and a small business size standard of $47 million. The contract will cover sustainment for 40 full AMRS suites and 6 partial AMRS suites with annual renewal, including three training events during the base period and five training events in each of the four option years, all conducted at continental United States Air Force and Space Force installations. The contract is structured as a firm fixed-price arrangement and will be awarded to a vendor that demonstrates expertise with Schneider EcoStructure PME modules and the ability to ensure energy data collection from at least 60% of total Air Force facilities through the centralized AMRS platform. Interested parties should submit responses to tucker.januchowski@us.af.mil and nicole.dean.2@us.af.mil by the February 6, 2026 deadline.
