The Air Force seeks a four-year, six-month contract for yearly sustainment of approximately 46 existing Schneider Eco Structure PME software licenses across worldwide locations, with an option to purchase up to 15 additional licenses. The requirement includes vendor-certified software training, data acquisition and management capabilities, and compliance with cybersecurity standards.

AFICC 772 Enterprise Sourcing Squadron Request for Information (RFI)

Automated Meter Reading System (AMRS) Power Monitoring Expert (PME) Licenses and Sustainment

1. THIS N O T I C E IS ISSUED AS A REQUEST FOR INFORMATION ANNOUCEMENT

FOR INFORMATION PURPOSES ONLY. This notice DOES NOT constitute a Request for Proposal or complete package outlining the technical competencies/qualifications of the prospective contractor, nor does it represent any commitment by the Government. Since this is a Request for Information, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation.

A solicitation does not presently exist. Responses to this notice will be used for planning purposes only. Responses are not considered offers and will not be accepted by the Government to form a binding contract.

2. The United States Air Force (USAF) is conducting market research for the AMRS Program Management Office (PMO), Air Force Civil Engineering Center (AFCEC/CNP) at Tyndall Air Force.

The USAF has a requirement for yearly sustainment services for existing USAF owned Schneider Eco Structure Power Monitoring Expert (PME) software licenses, the option to procure up to 15 additional multi-module PME licenses, unique to the Air Force, with yearly sustainment, and the ability to support vendor certified training on the software at the deployed Air Force bases.

The USAF is considering a four-year, six-month contract consisting of a six-month performance period with four (one) year options. The USAF currently uses modules of Schneider Eco Structure Power Monitoring Expert (PME) software to sample, calculate, display and archive data.

Please note, this requirement is currently under the Small Business Administration (SBA) 8(a) program. The Partnership Agreement between DoD and the SBA requires that a follow-on or renewable acquisition must remain in the 8(a) program unless SBA agrees to release it.

The contractor must be able to provide the following:

1. Yearly sustainment services for existing USAF Schnieder Eco Structure PME software suites.

There are approximately 46 Schneider license suites installed across approximately 46 different locations worldwide. See System Requirements identified below and the attached DRAFT statement of Work (SOW), dated 11 Dec 25, for additional details.

2. Purchase up to 15 additional software licenses for various worldwide locations. Additional licenses must be Schneider PME or software that provides the same capabilities and fully integrates and is compatible with the existing USAF Schneider PME software. The software must meet the requirements identified below and also in the attached DRAFT SOW, dated 11 Dec 25.

The software must be open source and fully integrate with all existing comm cards/gateways/ sensors/pulse kits. Any new software system is required to use Commercial script, open-source protocol, and not require additional middleware to translate between different systems. Software must have life cycle sustainment for cybersecurity or network change updates as well as vulnerability patching. This includes existing and future AMRS systems. System must provide standardized data output, and output protocols, connect with different makers / versions of devices (power meters, water meters, media converters, generators, auto transfer switches, etc.), and communicate across base networks with non-propriety, open-source protocols. See System Requirements identified below and the attached DRAFT SOW, dated 11 Dec 25, for additional details.

3. Vendor certified PME software training at various CONUS locations. See System Requirements identified below and the attached DRAFT SOW, dated 11 Dec 25, for additional details.

System Requirements:

• Software Sustainment: The contractor shall provide software sustainment support for the existing Schneider AMRS platform, including software updates, patches, and overall product enhancements.

• Additional Licenses: The contractor shall provide the option to procure up to 15 additional licenses with sustainment support.

• Vendor-Certified Training: The contractor shall provide vendor-certified training on the software at the deployed Air Force bases.

• Data Acquisition: The system shall be able to collect and store data from meters on the DAF enclave, including at a minimum: sensor monitoring energy usage.

• Data Management: The vendor shall be able to track license keys under this contract for configuration management purposes. This shall include the specific modules and versions of each of the licenses as well as their versions. This information shall be updated as licenses are upgraded under this contract, or new licenses are acquired.

• Security: The system shall comply with DoDI 8510.01 Risk Management Framework and AFI

17-130 Air Force Cybersecurity Program Management to ensure products used within the system boundary are configured in accordance with applicable Defense Information Systems Agency (DISA) Technical Implementation Guides (STIG) or Security Requirements Guides (SRG) where STIGs are not available.

• Portability: The system, and the support provided, shall be able to be deployed by the

Government at multiple locations, including Continental United States (CONUS) and Outside the Continental United States (OCONUS).

Additional Features:

• Authority to Operate (ATO): The support provided, or additional licenses acquired under this contract, shall comply with the existing type accredited AMRS ATO on the CE-COIN or IROC enclave. The ATO is a DoD formal certification by a designated approving authority that authorizes operation of a utility management and control system. The ATO explicitly accepts the risk to AF operations by denoting certain products, and their configurations, as the only approved source.

• Cybersecurity: The contractor shall be responsible for suggesting updates or patches to the software, in-line with the original manufacturers changes to the software, to keep the AMRS platform cyber secure by adhering to DoD Secure Technical Implementation Guides (STIG) / Security Requirements Guide (SRG) compliance. The AMRS PMO will review, accept and implement these as necessary to sustain the AMRS system.

• Technical Support: The contractor shall provide technical support and product training for the

AMRS platform.
