Statement of Work (SOW)

Title: Power Monitoring Expert (PME) Sustainment and Software Procurement for the AMRS Platform

1.0 Introduction. Work is to be accomplished for the AMRS PMO, AFCEC/CNP at Tyndall Air Force base in its Air Force Civil Engineer mission. This contract is for the sustainment of existing AF owned software licenses, the option to procure up to 15 additional licenses with sustainment, and the ability to support vendor certified training on the software at the deployed Air Force bases. The software licenses will be deployed to the below Air Force bases. The software licenses have been, or may be, deployed to the below Air Force bases.

1.1 Background. The Air Force Advance Meter Reading Solution (AMRS) is the system of record for energy monitoring. It has been installed at multiple locations across the globe. It uses modules of Schneider Eco Structure Power Monitoring Expert (PME) software to sample, calculate, display and archive data.

Locations the system exists or is being installed includes: The intent of the Air Force (AF) is to have the software installed across a broad range of locations, though this effort focuses on up to 15 additional installations. The locations listed below include sites where the system is currently installed, as well as potential new locations to highlight the potential scope.

Tinker AFB OK Nellis AFB, NV Eielson AFB, AK Wright Patterson AFB, OH Hill AFB, UT Robins AFB, GA Patrick AFB, FL Joint Base (JB) McGuire Dix Lakehurst, NJ Altus AFB, OK Beale AFB, CA Edwards AFB, CA Travis AFB, CA JB Langley Eustis, VA Hurlburt AFB, FL Keesler AFB, MS JB Elmendorf Richardson Kirtland AFB, NM Offutt AFB, NE JB-Charleston SC Luke AFB, AZ Whiteman AFB, MO Little Rock AFB, AK Peterson USSF Station. AMRS integration and installation is done in Building 1120 at Tyndall AFB, FL. This location is where all system and device trouble shooting occurs, configuration management as well as validation of enhancements for future versions. The goal for AMRS is to collect at least 60% of total AF facility energy via a central data collection system allowing near real time monitoring of the status and health of the utility.

This is done centrally as a goal of providing a system that requires little to no base level effort to sustain the system or devices. AMRS is limited to communicating within the AF’s Community of Interest Network (CE-COIN) or Installation Resilience Operations Center (IROC) environments. AMRS has and must sustain its current Authority to Operate (ATO) on the CE COIN or IROC enclave. No changes to the system or devices are allowed that will violate ATOs, therefore not permitted under this contract.

1.2 Objective. The objective of this contract is to continue sustaining the PME modules, owned by the Air

Force for the existing AMRS platform on an enterprise- wide basis with software maintenance support.

The number and types of modules the AF currently owns is listed in Table 3. Support required includes software updates, patches, and overall product enhancements at what is categorized by the manufacturer as a Custom Air Force PME Software Sustainment package “AMRS Eco Structure Service Plan (ESP)” level.

. Furthermore, this effort will involve vendor supplied training events on the subject software with the scope listed below. Finally, this effort will allow for the optional procurement of additional software licenses on an as needed bases. Any new licenses procured will also include an increase in associated software sustainment at an equal level for all existing software licenses for the duration of the contact. All work performed under this contract shall comply with DoDI8510.01 Risk Management Framework and AFI 17-130 Air Force Cybersecurity Program Management to ensure products used within the system boundary are configured in accordance with applicable DISA Security Technical Implementation Guides (STIG) or Security Requirements Guides (SRG) where STIGs are not available. This training will be for 3 days on site at the specified location using that installations AMRS system.

1.3 Contract Type. Firm Fixed Price.

1.4 Existing Software Platform.

The Government has purchased software with support services included for the base period and four option year periods for all bases where AMRS is already deployed.
