About this opportunity
The United States Secret Service seeks a single firm fixed-price design-build contract for ammunition bunker renovation and extended storage expansion at the James J. Rowley Training Center in Laurel, Maryland, with proposals due September 11, 2026. This is a Total Small Business set-aside.
Place of performance is Laurel, MD. The project comprises two phases: Phase 1 involves relocating two existing ARMAG outdoor explosives storage magazines to new concrete pads adjacent to the Knight Building with electrical and utility coordination; Phase 2 requires construction of a new 5,400 square-foot ATF Specification Type 2 multiplex ammunition and explosives storage facility with HVAC systems, fire alarm integration, and associated site work including parking lot reconfiguration (reducing 130 spaces to 111). Period of performance is 365 calendar days from Notice to Proceed. The NAICS code is 236220, Commercial and Institutional Building Construction; PSC is Y1AZ.
A mandatory site visit is required August 26, 2026 at 11:00 AM EST; RTCFAC facility access requests are due August 21 at 4:00 PM. Pre-bid questions are due August 28 at 4:00 PM EST. Proposals consist of five volumes: Past Performance (three pages maximum per reference, three references maximum), Technical Approach (five pages maximum), Schedule (no page limit), Price (Microsoft Excel format, unlocked formulas, no page limit), and Insurance/Bonds documentation (no page limit).
Bid bond of 20 percent of bid price (not to exceed $3 million) is required with the proposal. Performance and payment bonds at 100 percent of contract price are due within ten calendar days of award. Workers' compensation, commercial general liability ($2 million minimum per occurrence), automobile liability ($1 million minimum per occurrence), and builder's risk insurance are mandatory. Liquidated damages are $1,051 per calendar day for failure to achieve substantial completion. Evaluation uses best value methodology with non-price factors (past performance, technical approach, schedule) weighted equally and collectively rated significantly more important than price. A Designer of Record licensed in Maryland, Virginia, or District of Columbia with 15 years' relevant experience is required. Key personnel include a Project Manager with 10+ years' design-build experience, Construction Superintendent with 10+ years' experience, and Site Safety and Health Officer.
