About this file

This is a Questions and Answers document for a federal design-build contract solicitation (70US0926R70094023) issued by the U.S. Secret Service for an Ammunition Bunker Extended Storage Expansion Project at the James J. Rowley Training Center (JJRTC). The document addresses 45 substantive inquiries and numerous follow-up clarifications submitted by prospective offerors, with corresponding government responses.

The project involves two primary phases: Phase 1 requires relocating two existing ARMAG outdoor explosives storage magazines to new concrete pads adjacent to the Knight Building with associated electrical and utility work, and Phase 2 requires constructing a new 5,400 square-foot Multiplex ammunition storage facility with HVAC systems, fire alarm integration, reconfigured parking (reducing 130 spaces to 111), and stormwater management compliance. Key clarifications addressed include: the period of performance extended to 365 calendar days from Notice to Proceed (originally 180 days); a $175,000 BGE (Baltimore Gas and Electric) allowance for electrical services; project magnitude of $1,000,000–$5,000,000 for bid bond purposes; concrete pad specifications requiring medium broom finish with extreme levelness and moisture mitigation; removable bollards (not boulders) for Phase 1; Designer of Record licensure restricted to Maryland, Virginia, or District of Columbia (Pennsylvania excluded); Key Personnel requirements including Project Manager (10 years' experience), Site Safety/Health Officer, and Superintendent (who cannot be dual-hatted); no geotechnical or electrical load data provided (contractor responsibility); and contractor responsibility for environmental testing, utility verification, and determining maximum loading capacity based on ARMAG manufacturer specifications. Optional pricing line items include custom exterior panels and reinforced concrete driveway. The revised proposal submission deadline is September 11, 2026, with five volumes required: Cover Page, Volume 1 (Past Performance), Volume 2 (Technical Approach with key personnel resumes), Volume 3 (Schedule), and Volume 4 (Pricing in Excel format with no page limit).

Solicitation No.70US0926R70094023
RFI No.Request for InformationGovernment Response
1Please provide sign-in sheet from the site visit on 2026-08-26.The Government will provide the Sign In Sheet
2We do not see FAR 52.211-15 (Defense Prioritization Act) included in the provisions and clauses section of the solicitation. Based on the timeline of 180 days to perform the contract, we recommend the Government includes this provision and provides and defence priorities and allocations systems rating to ensure timely delivery of manufactured equipment. The Government will add the clause.
3Volume 3: Schedule (Factor 3) requires a schedule and schedule narrative. However, Volume 2: Technical Approach (Factor 2) askes for the following " Provide a clear and realistic project schedule, including key milestones and deliverables." We respectfully request this duplicate requirement be removed from Factor 2.The Government will remove Schedule Veriabage from Factor 2
4Volume 1 – Past Performance (Factor 1) requires that, “If a subcontractor will be performing 25% or more of the work, one of the references must be from the subcontractor.”

This requirement will restrict subcontractor selection and limit the Offeror’s ability to obtain the most competitive pricing. Requiring a past performance reference from any subcontractor can also discourage Offerors from utilizing otherwise qualified and competitively priced subcontractors solely because of the subcontractors in ability to provide past performance in a timely manner during a competitive bidding process.

To promote maximum competition and allow Offerors to select the most qualified and competitively priced subcontractors, we respectfully request that this requirement be removed.

The Government's determination is to keep this requirement in place.
5Volume 1: Past Performance (Factor 1) are we permitted to use designer past performance in the three references? The Government will not provide a Past Performance Template. You can use your own.
6Volume 1: Past Performance (Factor 1) "Use the Government-provided Past Performance Template." The governemnt did not provide a template, are we permitted to use our own format? The Government will not provide a Past Performance Template. You can use your own.
7Attachment 2 – Statement of Work, Section 22, Key Personnel states that the Contractor “shall submit qualifications for key personnel.” However, Attachment 1 – Instructions to Offerors does not identify resumes as a required proposal submission.

Please clarify the following:

1-Are resumes required with the proposal?

2-If required, in which volume should the resumes be submitted, and are they included in or excluded from the applicable page limit?

3-Should resumes be provided in the Offeror’s format, or will the Government provide a required template?

Resumes for Key personnel are required. They shall be submitted in Technical Factor (Volume 2). No template will be provided and there is no page limit.
8Please confirm if tax should be included in our proposal?Tax Should not be incuded.
9Please provide the latest wage determination for this project’s county.Wage Determination will be provided
9Please provide final solicitation (SF1442) document for proposal submission. The Government provided SF 1442 in Solicitation Amendment 1
10Can you please provide the magnitude for this project? This information is necessary for acquiring a compliant bid bond.$1,000,000.00-$5,000,000.00
11Please indicate the appropriate volume to include the SF 1442, Amendments, and Provisions and Clauses with our proposal submission. The Government provided SF 1442 in Solicitation Amendment 1
12Please provide a final SF 1442. The current SF 1442 included in the solicitation package is a draft. The Government provided SF 1442 in Solicitation Amendment 1
13Please confirm whether the 180-calendar-day period of performance begins at contract award or Notice to Proceed.Notice to Proceed
14The SOW requires completion of the project within 180 calendar days. Based on the size and complexity of the specified 5,400 SF Multiplex magazine, the anticipated manufacturing lead time for the magazine alone is approximately 14 months.
Will the Government consider extending the required period of performance to accommodate the manufacturing, delivery, and installation timeline for a facility of this size? The Government is extending the PoP to 365 days; however, it is our understanding that the Multiplex is available for shipment approximately 40 - 52 weeks after approved drawings.

17Please confirm that 480 Volt 3-phase power is required at both locations, the new ARMAG 5,400 sf concrete pad and new ARMAG pad adjacent to the Knight building. If sufficient power is unavailable at each of the project locations, then new transformer (s) shall be designed as 277/480V 3-phase permanent power to include the anticipated electrical loads plus 50% spare capacity. The contractor is responsible to step down power as neccesary to fullfill the requirements and intent of the contract.
18Please provide the thickness of the existing pavement section at the Wilkie parking lot.During the existing conditions survey and design phase, the Design builder is responsible for making a determination if the existing equipment and materials are suitable for reuse or require replacing.
19Due to the limited solicitation period of only three weeks from issuance to bid submission, it is not feasible to obtain an accurate and comprehensive concept-level estimate from BG&E. Because this procurement is being conducted as a hard bid and BG&E's pricing must be incorporated into the contractor's proposal, we recommend that the Government establish a dedicated allowance for these services. This approach will provide a more equitable basis for bidding and help mitigate the risk associated with incomplete pricing information during the proposal period.BGE allowance is $175,000.
20There are multiple references throughout the Statement of Work (SOW) that specify the use of welded wire fabric (WWF) within the concrete while also indicating that wire mesh is not permitted. Since the terms welded wire fabric and wire mesh are often used interchangeably within the construction industry, the current requirements appear to be conflicting.
To clearly define the acceptable reinforcing material and avoid varying interpretations among bidders, please provide the minimum wire diameter (or WWF designation) that is acceptable for use under this contract. This clarification will ensure all bidders are pricing and proposing the same reinforcing requirementsThe concrete pad shall be designed & constructed with high strength rebar (regular steel rebar, WWF, or FRP) no wire mesh shall be used. References to WWF and FRP will be removed from the SOW.
21Confirm that adequate electrical power supply is local to the proposed load connections. The Design-Build Contractor is responsible for determining the power requirements and ensuring that there is adequate electrical power supply for the entire project.

23It appears that the limit of disturbance for the new Phase 2 5,400 sf storage units will exceed the 5k SF MDE threshold for disturbance, should bidders include a full MDE SWM and ESC permit review in their bid pricing?Yes, to include MS4 permit requirements.
24In Phase 1, a metal shed is referenced to be dissassembled, stored and protected, please clarify where this metal shed is curretly located? Is this shed to the left of the existing ARMAGs when looking at the ARMAGs?During the site visit the metal shed was identified; when looking at the two exisitng ARMAGs, it is currently positioned to the left of them.
25Is there any geotechnical information for the site or should bidder include geotechnical investigation in the bid price?Existing Conditions Tests: The Contractor shall be responsible for performing any testing necessary to confirm the existing conditions are adequate for the full execution of all planned work (e.g. structural capability, geotechnical investigation, mechanical equipment). If the Contractor proceeds with the work before testing and confirmation have been completed, any rework due to issues with unsuitable existing conditions shall be at the cost of the Contractor. This includes implementation of manufacturer’s recommendations, recommended tests, and validation of product’s installation requirements.
26The SOW indicates that portions of the existing Wilkie Parking Lot will need to be removed to accommodate Phase 2 of the project. However, the requirements for restoration and final configuration of the affected parking areas are not clearly defined.

Please clarify the required scope of parking lot restoration, including the following:

Is a new curb required to separate the Phase 2 area from the remaining Wilkie Parking Lot? NO To satisfy the concept drawing shown on Page 12 of the SOW, should bidders include painted islands or curbed islands within the existing Wilkie Parking Lot? Painted Island.

Should bidders include milling and overlaying the newly configured drive lane serving the Wilkie Parking Lot?

Is a new concrete island nose required at the entrance to the reconfigured parking lot, and if so, please provide the desired dimensions and details. Design Phase Are there any additional pavement restoration, striping, signage, drainage, or traffic control modifications required as part of the parking lot reconfiguration? Restriped for vehicles and signed accordingly.

For bidding consistency, it would be in the Government's best interest to prescribe the desired restoration scope and finish requirements so that all offerors are pricing the same work.

Item 1.1.1.3: Is there any available geotechnical information.Existing Conditions Tests: The Contractor shall be responsible for performing any testing necessary to confirm the existing conditions are adequate for the full execution of all planned work (e.g. structural capability, geotechnical investigation, mechanical equipment). If the Contractor proceeds with the work before testing and confirmation have been completed, any rework due to issues with unsuitable existing conditions shall be at the cost of the Contractor. This includes implementation of manufacturer’s recommendations, recommended tests, and validation of product’s installation requirements.
Item 4.18.2: Please provide more detail on future expansion utility needs. If sufficient power is unavailable at each of the project locations, then new transformer (s) shall be designed as 277/480V 3-phase permanent power to include the anticipated electrical loads plus 50% spare capacity. The contractor is responsible to step down power as neccesary to fullfill the requirements of the contract.
Item 4.18.4: This item specifically requires elevations of existing utilities within the work area. The way this item is written, we need to fully excavate each utility during the design phase. We suggest that this be limited to periodic test pitting of the utilities in the work area to obtain a general sense of depth.Section 4.18.4 provides guidance related to utility locating services; however, it does not state that each utility must be excavated.
Please confirm, no modification for BLAST design will be required for existing Kngiht buidling due to proximity of proposed storage facility and estimated weight of ammunition to be stored. Per eCFR 27.II.C.555.206., minimum spacing requirements must be considered for magazines per table 555.218.The ARMAGs and Multiplex specifications are presumed to meet the applicable blast-resistance requirements.
Since the concrete pads are to be dead flat, and the magazines and Multiplex sit up on beams, we recommend sealing all edges of the magazines and Multiplex so water does not accumulate under them. Please confirmTop of concrete pad shall be finished with medium broom finish with extreme structural levelness, high abrasion resistance, and moisture mitigation to prevent container warping, rust, and ground settling. The Government has not provided direction indicating that the Multiplex will be elevated on beams.
Please clarify the existing fire alarm/MNS/protection/suppression in use in the magazines and projected for use in the Multiplex. The two (2) existing ARMAGs to be relocated are not connected to the campus fire alarm system. However, provide a contract option forTurnkey fire alarm services to provide alarm coverage for the 5,400-square-foot Multiplex system. In addition to the requirements under this section, at a minimum, the scope shall include adding, connecting, testing, programming, and certifying the Multiplex system for integration with the campus-wide fire alarm and mass notification system.
Please state specific temperature and humidity requirements within the magazines and Multiplex required for safe storage of ammunition. The Design-Build Contractor is responsible for determining the environmental control design criteria based on the ARMAG manufacturer’s specifications, best practices, and contract requirements.
Please confirm duration of projectThe Government will consider extending the PoP to 365 days; however, it is our understanding that the Multiplex is available for shipment approximately 40 - 52 weeks after approved drawings.
SOW 1.4.1.3 states that the new concrete pads and aprons shall support the maximum capacity of the two existing outdoor explosives & Ammunition storage magazine, each of which have an empty weight of 54,000 lbs. What is the expected weight of each storage magazine at maximum capacity? The Design-Build Contractor is responsible for determining the maximum loading capacity based on the ARMAG manufacturer’s specifications, best practices and contract requirements.
Has a geotechnical survey or test borings been performed for the proposed locations and if so, can this be shared?Existing Conditions Tests: The Contractor shall be responsible for performing any testing necessary to confirm the existing conditions are adequate for the full execution of all planned work (e.g. structural capability, geotechnical investigation, mechanical equipment). If the Contractor proceeds with the work before testing and confirmation have been completed, any rework due to issues with unsuitable existing conditions shall be at the cost of the Contractor. This includes implementation of manufacturer’s recommendations, recommended tests, and validation of product’s installation requirements.
SOW 1.4.2.4 states to provide custom exterior panels as an option. The SF1442 provided does not have a pricing line item for this option. Please advise. Please Add Optional Panels as a Separate Line Item
SOW 1.4.2.5 states to provide an option for a reinforced concrete driveway from the concrete apron to the electrical station. The SF1442 provided does not have a pricing line item for this option. Please advise. Please Add Optional Reinforced Concrete as a Line Item
What is the size of the existing electrical transformer.During the pre-bid site walk, bidders had the opportunity to take required measurements, identify utility connections, and gather any other information necessary to prepare their bids for the project. Existing Conditions Tests: The Contractor shall be responsible for performing any testing necessary to confirm the existing conditions are adequate for the full execution of all planned work (e.g. structural capability, geotechnical investigation, mechanical equipment). If the Contractor proceeds with the work before testing and confirmation have been completed, any rework due to issues with unsuitable existing conditions shall be at the cost of the Contractor. This includes implementation of manufacturer’s recommendations, recommended tests, and validation of product’s installation requirements.
SOW 7.5 states that IT requirements are to be designed in accordance with CIO requirements listed in the SOW. There does not appear to be a list of IT requirements. Please provide IT requirements. The IT requirement will be removed from the SOW.
Are the transformers on the site owned and operated by the facility of the utility provider?BGE owns and maintains the transformers at JJRTC.
Please confirm that the Project Manager must be a licensed design professional. The project is design-build and will have a DOR that is licensed in the appropriate locations. This requirement seems redundant. The requirement for Project Manager to be a licensed design professional will be removed.
Please confirm that Dual roles between Key Personnel will be allowed. Item #22 on page 46 of the SoW states, "Key personnel shall not be dual hatted unless granted prior approval by the COR." While Item #22.6 on page 48 states, "Dual roles between Key Personnel shall be allowed."The Superintendent shall not be dual hatted; however, the SSHO & QC may be dual hatted if the individual meet the requirements for each position.
SOW 22.6 states that dual roles between key personnel are allowed. Can the superintendent also act as the SSHO and QC manager, or can any on person only occupy two roles? The Superintendent shall not be dual hatted; however, the SSHO & QC may be dual hatted if the individual meet the requirements for each position.
