The Government will award the contract to the lowest-priced, technically acceptable, responsible offeror that meets all requirements, with potential discussions held only if necessary among companies in the competitive range. Proposal submission deadline is March 31, 2026, at 17:00 local Belgrade time via email to BLG-Procurement@state.gov, with a pre-proposal conference scheduled for March 12, 2026, and a question submission deadline of March 18, 2026.

This solicitation includes no set-aside designations and does not identify any current incumbent contractors. The contract is structured as a fixed-price requirements contract with economic price adjustment provisions for a one-year base period plus two one-year option periods and a potential six-month extension, with an estimated total legal ordering ceiling of USD 2,402,000 across all performance periods and a minimum contract value of USD 50,000 per performance period. Current enrollment is estimated at 444 adult employees and 309 dependent children, with additional potential riders for Official Residence Expense (ORE) staff and American Embassy Employee Recreation Association (AEERA) employees. The Government will pay 100 percent of premiums on a quarterly basis and requires the contractor to process claims within two weeks and provide monthly claims reports.
