About this file

This is a Questions and Answers document for U.S. Embassy Belgrade, Serbia, Solicitation 19RB1026R0002, addressing inquiries related to a supplemental health insurance procurement for local embassy staff. The document was issued as of March 19, 2026.

The single question-and-answer pair addresses a bidder's request for three years of claims history to support offer preparation. The U.S. Embassy declined to provide this historical data, explaining that prior coverage limits were significantly higher than those specified in the current Request for Proposals and that the contract structure and coverage elements have changed materially. The Embassy determined that historical claims data would not be comparable to the current risk profile and would not provide meaningful or helpful information for bidders in pricing the solicitation. This document contains no information regarding response dates, award dates, pricing terms, or other specific contract requirements beyond the clarification that historical claims data will not be made available to potential offerors.

U.S. Embassy Belgrade, Serbia Solicitation 19RB1026R0002 for supplemental health insurance for U. S. Embassy Belgrade local staff Questions & Answers

As of March 19, 2026

1. Question: For the purpose of preparing our offer, please provide the claims history for the past three (3) years.

Answer: We do not consider that the claims history for the past three years is relevant to the current request for quotation. During that period, the annual per individual coverage limits were significantly higher than the limits specified in the current Request for Proposals, and the contract structure and coverage elements differed materially from what is now requested.

Due to these differences, the historical data is not comparable to the current risk profile and would not provide information that is meaningful or helpful to bidders in pricing this solicitation.
