This is a full and open competition (no set-aside) with a base period and four option years running January 1, 2027, through December 31, 2031.
Services are required at eight locations: John D. Dingell VA Medical Center in Detroit and seven satellite clinics in Dearborn, East Jefferson, Piquette Street, Trenton, Pontiac, Southfield, and Macomb. The contractor must perform weekly pickup and transportation of a 48-foot refrigerated trailer from the main campus, on-call pickups at all locations within one business day of notification, and 24-hour emergency response capability. The contractor manages six large reusable bulk containers, maintains one pallet of 100 corrugated shipping boxes on-site, and ensures compliance with Michigan regulations for all waste streams (regulated medical waste, sharps, pathological, antineoplastic/chemotherapy) using incineration or autoclaving.
Pricing is firm-fixed-price on subline items only; parent CLINs are administrative groupings without separate pricing. Contractors must hold Michigan medical waste transportation registration and provide DOT hazardous materials training and OSHA bloodborne pathogens training to personnel. Prevailing wage requirements apply per Wage Determinations 2015-4839 (Wayne County) and 2015-4867 (Oakland/Macomb counties, effective August 22, 2026), with health and welfare benefits at $5.92 per hour and hazard pay differentials of 4–8 percent for applicable occupations.
