About this file

This is a Service Contract Act Wage Determination document (WD # 2015-4867, Revision 35) issued by the U.S. Department of Labor's Wage and Hour Division, effective August 22, 2026. The determination applies to service contracts performed in the Michigan counties of Lapeer, Macomb, Oakland, and St. Clair under the Service Contract Act.

The document establishes prevailing wage rates and fringe benefits for 181 occupation classifications spanning administrative, automotive, food service, furniture maintenance, general services, health, information technology, instructional, laundry, machine tool operation, materials handling, mechanics and maintenance, personal needs, plant operations, protective services, recreation, stevedoring, technical, and transportation occupational categories. All listed occupations receive a minimum health and welfare benefit of $5.92 per hour (up to 40 hours per week, $1,026.13 per month) or $5.42 per hour under Executive Order 13706 for establishments paying paid sick leave. Additional fringe benefits include vacation entitlements (2-4 weeks based on tenure), a minimum of eleven paid holidays annually, and hazard pay differentials of 4-8 percent for employees working with ordnance, explosives, and incendiary materials. The determination includes special provisions for computer employees meeting specific exemption criteria, air traffic controllers and weather observers receiving night shift premiums, uniform allowances capped at $3.35 per week, and conformance procedures requiring contractors to request authorization for unlisted job classifications using Form SF-1444 prior to contract performance. Contractors must furnish wage determinations to affected employees and ensure compliance with all fringe benefit and compensation requirements.
