Solicitation GS-11P-12-DC-C-0007 Commercial Items Request for Proposals for providing survey services for industrial hygiene services (IH) program in various locations within the National Capital Region, Washington, DC is amended as follows:


II General, Section B. Special Contract Requirements/Quality Control, 2. Equipment, located on page 10 of solicitation GS-11P-12-DC-C-0007 is amended

2. Equipment:  The contractor shall provide a list of his/her industrial hygiene equipment for review by GSA. Types of equipment routinely needed are as follows: Direct Read IAQ Instrumentation (TVOCs, Particulates (Respirable and Ultra Fine), Temperature, Humidity, Carbon Dioxide, Carbon Monoxide, Hydrogen Sulfide, Sulfur Dioxide, and Methane), Noise Monitors, Light Monitors, Moisture Meters, Velometer, XRF, Radio-Frequency (RF) Radiation Detector, Microbial Air Sampling Pumps, Asbestos and Lead Paint Sampling Pumps (High and Low Volume), and  Phase Contract Microscopes (PCM). In addition, please provide the Direct Read Mercury Monitor which will be required for certain tasks.


 


Note:  In some instances, 24-hour data logging will be necessary.  This contract may require contractor to leave direct reading instruments with chart recorders at the job site, unattended, for 24 hours or more. Response time to the site must be within 1-2 hours for full time key personnel and they must be in the Washington D.C. region.

The Purpose of this amendment is to respond to questions.  This responds to questions based on the February 1, 2012 version of the RFP.

Added: Feb 01, 2012 10:08 am The General Services Administration (GSA), Public Building Service (PBS), Acquisition Management Division (AMD) has a requirement to support the Safety, Environment, and Fire Protection Branch for the National Capital Region (NCR).

GSA plans to procure and award a Multiple Award Indefinite Delivery Indefinite Quantity contract for Industrial Hygienist Services to be rendered within the NCR.  Each contract will consist of one base year period and four (4) option years to be exercised at the Government's discretion.  The base year and four (4) option years will each have an annual Maximum Order Limit (MOL) of $450,000.00 for a total potential contract amount of up to $2,250,000.00 over the five (5) year period.  The contract will be marketed 100% set aside for the SDVOSB. All offerors will be provided a fair opportunity and to be considered they must provide work capability statements and capacity to perform the requirements stated.

Contractor shall provide all management, supervision, personnel materials, equipment and laboratory services necessary for the conducting and performance of Industrial Hygiene Services program in various locations within the National Capital Region, Washington, DC.  The contractor shall provide comprehensive industrial hygiene, general safety, food services sanitarian, and environmental services, including but not limited to consultation, asbestos and lead based paint abatement monitoring, surveys, sampling, monitoring, analysis, assessments, and specification review.  The contractor shall be responsible for supplying these services at GSA owned, delegated, leased or supported buildings and facilities.

The contractor shall provide professional industrial hygiene services and personnel under the direct supervision of a Certified Industrial Hygienist (CIH) certified by the American Board of Industrial Hygiene, a Registered Sanitarian (RS) certified under the National Environmental Health Association, and a Certified Safety Professional (CSP) certified by the Board of Certified Safely Professionals.  The CIH, RS, and CSP shall be full time onsite employees of the contractor.
