FY2012 Industrial Hygiene Requirement Questions Ver. 2

1. Section II. B. 3. e. (p. 11) Industrial Hygienist Technician Qualifications: Are there any acceptable years of experience equivalence and in lieu of a Bachelor’s degree allowed for this labor category?

• The education is a technical requirement that will not be waived.

2. Exhibit L Attachment J Action Items for IH Requirement (p. 98): Is any pricing required for the Items listed in Attachment J or is only pricing required for the labor categories provided on the SF 1449 Schedule? If Attachment J pricing is required, are base year and option year pricing required? If so should the pricing for these items also be rounded to the nearest dollar?

• At this time pricing is only required base and option years for the labor categories provided on the SF1449 Schedule. Pricing should not be rounded to the nearest but stated as the exact amount.

3. Section VII. Instruction, Condition and Notice to Offerors (p. 101): Please clarify submittal requirements and due date for the electronic copy. The current due date listed is 2/15 which conflicts with the proposal due date of 2/29.

• The date provided within Section VII Instruction, Condition and Notice to Offerors please disregard the date was provided for the date the Past Performance documents were to be received electronically. The proposals are now due on March 6, 2012.

4. Section VII. Instruction, Condition and Notice to Offerors, Price Proposal Section (Tab B) (p. 101): Only one price schedule (2 pages long) was provided in “Attachment A” but the instructions require completion of 5 (5-page) price schedules located in “Attachment B”. Should the Attachment A schedule (pages 3 of 4 and 4 of 4) be provided for the base year and four option years for the labor categories listed on these two pages?

• The competing vendor should complete Attachment A in its entirety. The offeror should allt include pricing the option years and the base year of the contract.

5. Section VII. Instruction, Condition and Notice to Offerors, Price Proposal Section (Tab

C) (p. 101): Please confirm the five Service Centers are Industrial Hygiene, Asbestos & Lead Monitoring, Environmental Services, Registered Sanitarian Services and Occupational Health & Safety Specialist Services?

• The contract is for all of the above referenced disciplines. The specific needs will vary throughout the life of the contract.

6. Section VII. Instruction, Condition and Notice to Offerors, Price Proposal Section (Tab C) (p. 101): For price analysis and comparison purposes it would be helpful for GSA NCR to provide offerors brief sample scopes of work for each of the “Service Centers” or is it the intent that offerors develop their own sample scopes of work and then prepare associated cost estimates? Additional clarification on what is required for this Tab would be most appreciated.

• Tab C should state as follows: Cost/Price Supporting Documentation (Tab C). The information requested in the proposal is required to enable the Government to perform cost or price analysis. The back-up documentation shall detail the labor

categories to be used, labor hours proposed by category, material and equipment costs, and a total cost breakdown (to include a summary total for each cost component, i.e., labor, overhead, G&A, etc.).

7. Section VII. Instruction, Condition and Notice to Offerors, Price Proposal Section (Tab D) (p. 101): Requirements for Tab D appear to be missing. Please advise if anything is required in Tab D.

• Tab D should state as follows: Online Representations and Certification Application (ORCA) (Tab D). Contractor must submit, under a separate tab, the most recent copy of the ORCA report.

8. What is the anticipated Award Date?

• The anticipated award date for the requirement is on or around April 1, 2012.

9. RFP Page 3 states that the government anticipates awarding three contracts. Basis for Award (RFP Page 105) refers to two contracts. Please clarify the correct number.

• As stated in Section VIII, Method of Award – Evaluation Factors on (pg 105) of the RFP.

The Government anticipates awarding a Multiple-Award IDIQ contract to a minimum of two (2) Contractors whose proposals conforms to this solicitation.

10.Please reconsider the requirement that the Certified Safety Professional (CSP) and Registered Sanitarian (RS) be full-time, on-site, employees of the contractor, as stated in RFP Section III.II.A.2 (Page 9). The SF 1449 only includes 25 hours for the CSP and 400 hours for the RS. Most industrial hygiene first do not have these positions on their full-time staffs; rather, they are part-time or subcontracted positions that are utilized when needed. Further, it is unclear why these positions will be full-time on-site when so few on-site hours are specified. It will not be cost-effective for a full-time CSP and RS to be hired when the number of required hours is so small; this will result in a significant reduction in the competitiveness of this solicitation. We request that the full-time, on-site requirement be eliminated.

• The requirement for full time onsite CIH, CSP, and RS are to ensure that these key staff will always be available in the event of an emergency. As stated on pg. 8 of the RFP the contract requires a two hour response time to emergencies.

11. Please clarify the requirement under Submission of Proposal, Technical Proposal, Corporate Experience (page 102) to demonstrate ability to perform various aspects of fire protection, when fire protection services are not included in the Scope of Work.

• The sentence should state: The corporate experience shall clearly describe: Offeror’s ability to perform Industrial Hygiene related services, hazardous waste related services, and asbestos related services. Specifically in the labor categories of Industrial Hygienist Senior, Industrial Hygienist Technician, Occupational & Safety Technician, Certified Industrial Hygienist, Certified Safety Professional, Registered Sanitarian. And Environmental Engineer.

• As well the second bullet should state: Offeror’s ability to perform reviews of monitoring and inspections of various Industrial Hygiene related projects.

12.RFP Section III.II.B (Page 9) states the items listed in that section (which includes Key Personnel) are required to be submitted within two weeks after award of contract.

However, Submission of Proposal, Technical Proposal, Key Personnel (page 102) requires that that same information be provided in the proposal. Please clarify when key personnel resumes are required to be submitted.

• Page 102 of the RFP is being amended to reflect that Key personnel resumes are due on March 6, 2012 at 3:00PM along with the entire RFP.

13.RFP Section III.II.B.3.d (Page 11) requires resumes of five IHSs, while the SF 1449 includes labor hours for only one part-time position. Please clarify this apparent inconsistency.

• The labor hours are an estimate only. The requirement for a minimum of 5 Senior

IHs and 5 IH Technicians is to ensure coverage on potential multiple long term projects.

14.RFP Page 39 identifies the requirement for a full-time, on-site Occupational Health & Safety Specialist. We have the following questions regarding this position:

a. Is this the same position as the Occupational Health & Safety Technician listed on the SF 1449?

• Yes, the position as the Occupational Health & Safety Technician that is the same as the one listed as the one identified on page 39 and the SF 1449.

b. This position is not included in the Key Positions in RFP Section III.II.B.3.d (Page 11).

Should a resume for this position be included in the technical proposal Key Personnel section?

• Yes, a resume for this position should be included with the technical proposal Key Personnel section.

15.Please explain the meaning and purpose of Attachment J Action Items for Industrial Hygiene Requirement? What action are we being requested to take?

• The purpose of Attachment J Action Items is to provide all potential vendors with a detailed list of all of the potential tasks that may be called for services by the Safety, Environmental and Safety Branch. The vendors are required to be able to provide all services under Attachment J.

16.RFP Page 1 states that the cut-off date for questions is February 15, 2012, while Submission of Proposals (RFP Page 100) states that the cut-off date for submission of questions is February 6, 2012. What is the correct cut-off date for submission of questions?

• Please disregard the date started on page 100 of the RFP the deadline for questions was as stated on page 1 of the RFP February 15, 2012.

17.Submission of Proposals (RFP Page 101) requires that an electronic copy be provided on February 15 (two weeks before the proposal is due. To what does this requirement refer, and why is it due two weeks before the proposal?

• Please see the response to question #3. Electronic Proposals will not be accepted.

18.Price Proposal Item a (RFP Page 101) refers to five pricing schedules/sheets in Attachment B. However, those sheets are not in the proposal, and Attachment B is the GSA Asbestos Abatement - Start-Up Checklist. Please provide the pricing schedules/sheets.

• Please disregard the request for five pricing schedules/sheets in Attachment B.

Attachment B is for the Asbestos Abatement – Start-Up Checklist. This page will be amended.

19.Corporate Experience (RFP Page 102) requests us to provide information on a minimum of "three [5]" projects. Which is the correct number?

• Please refer to page 44 of the RFP XXI. Contractor award qualifications.

2. The offer will submit specific project examples and references from a minimum of three (3) successful contracts involving the above referenced project types.

20.Past Performance (RFP Page 104) requires us to provide the same information on five projects that is required in Corporate Experience (RFP Page 102). Please clarify the difference between these two sections other than the requirement under Past Performance to submit Past Performance Questionnaires.

• Past Performance on page 104 is being amended to state: The contractor shall complete the Past Performance Questionnaire with Past Performance References/Examples for three (3) projects preformed with the last six (6) years by the business unit that will perform this effort. These three (3) projects must be similar in size, scope and complexity to the requirements identified in the statement of work. The offeror should ensure that all of the points of contact are aware that they will be contacted and that all contract information is current. You can find the Past Performance Questionnaire located in Section V-Contract Documents, Exhibits, Attachments – Attachment J – Exhibit H.

21.Past Performance (RFP Page 104) requires us to provide information on five projects, but provide only three Past Performance Questionnaires. Are we allowed to provide up to five questionnaires?

• Please refer to the answer provided in question #20.

22.RFP Section VII (Page 100) states that Representations and Certifications are to be provided. However, RFP Section VII does not identify where the Representations and Certifications are to be provided in the proposal. Please provide this information

• Representations and Certifications can be found at the website https://orca.bpn.gov.

Page 101 of the RFP is being amended to include a Tab D under Price Proposal to include Online Representations and Certification Application (ORCA). Place the ORCA this tab.

23.Who are the incumbents for this contract?

• The current incumbents are as follows:

24.Page 102 Corporate Experience (a and b) does not apply to IH Services. Can you please let us know if this should be removed from RFP?

• Please see the response to question #11

25.Sampling – Does the GSA have an existing roofing contractor IDIQ they utilize should destructive sampling be required to obtain samples from roofing materials? We are concerned about the need to repair (p30) and maintain roof warranties.

• Destructive sampling of a roof with a warranty will not be a requirement of this contract.

26. If we are sampling a building slated for demolition, are we expected to repair the areas we sample?

• Standard repair of sampling points to prevent any potential asbestos exposure will be required.

27.What about an outside release? Does this also pertain to a release from an adjacent property onto a GSA property?

• Yes, on a case by case basis.

28.Can you please clarify if you are requiring the prime to have an office location in the DC Metro region and can you clarify the exact region of coverage?

• The contract requires a two hour response time to emergencies.

29.Can you please clarify the 2 hour response time? Does the 2 hour response time require responding individuals to be at the site within 2 hours or to have a response action in place within 2 hours?

• As per page 8 of the RFP under Scope of Work sub-section B. Emergency response

(within two hours of the initial contact) will be required from the contractor. Examples of an emergency response might be the result of a fiber-release episode, a fire, or water damage caused by leaks. For this reason, the contractor shall supply a 24-hour contact name and telephone number. This requirement is for staff onsite at the location of the emergency.

These incidents can happen anywhere in the Washington DC Metro Area, at any time.

30.Are there any other set-aside contracts being solicited for this work?

• At the current time there are no other set-aside contracts for this solicitation.

31.Does “contractor” mean team or ‘prime only’?

• Per FAR 3.5021 the term Prime Contractor means a person who has entered into a prime contract with the United States. The term Subcontractor (1) means any person, other than the prime contractor, who offers to furnish or furnishes any supplies, materials, equipment, or services of any kind under a prime contract entered into in connection with such prime contract; and (2) includes any person who offers to furnish or furnishes general supplies to the prime contractor or higher tier subcontractor.

32.Are you including Certified Professional Geologists in your requirement for Environmental Engineering?

• Not a requirement of the contract.

33.Can you please provide updated instructions for the proposal section for corporate scope?

• Yes, updated instructions if any are required will be posted electronically at ht tp://fedbizopps.gov .

34.Can we request a new due date for submittal later than 2/29/12?

• Yes. It has been revised to 3/12/2012 at 3:00PM EST.
