Vessels will range from LCS to LHD or T-AKE size. Orders will be placed approximately 5 days in advance with potential for shorter notice based on operational requirements; the contractor must deliver or discharge fuel within 5 days of order placement. Expected resupply frequency is 1–2 vessels per week, or approximately every 10 days if a T-AKE or other Combat Logistics Force ship is available. Orders are processed and billed via SEA CARD, and the contractor must maintain a 24/7 point of contact for order placement and coordination.
If a barge is used for refueling operations, the contractor shall provide all necessary fendering and Ship-to-Ship transfer equipment appropriate for the barge size and safe nesting against both pier and vessel, compliant with applicable regulations. Product quality will be inspected and accepted on-site by DLA Energy Quality Assurance Representatives in full compliance with MIL-DTL-5624 specifications for JP-5 turbine fuel. In the event of inclement weather or port closures, delivery timelines may be adjusted by mutual agreement.
Award will be made to the technically acceptable offeror with the lowest aggregate price per line item, with each line item evaluated independently. The NAICS code is 324110, Petroleum Refineries; the PSC is 9140, Fuel Oils.
