About this file
This document is a Questions and Answers file for federal contract solicitation 6973GH-26-R-00199 addressing clarifications on training requirements and award structure. The file resolves key ambiguities between various solicitation sections regarding instructor qualifications, aircraft-specific training requirements, and proposal flexibility.
Critical clarifications include: Section M.8 instructor experience requirement is corrected from five years to three years, matching PWS Section G.5; college degree accreditation is not mandatory and will not serve as an evaluation factor; offerors may propose on one, selected, or all aircraft CLINs without pricing unproposed items; Bell 412 training requirement is specified as Maintenance Initial Training; Part 141 or Part 142 certificates eliminate the need to provide specifications in PWS Section G.4(a) through (l); Schedule B quantities represent estimated individual students, not minimum class sizes; FAA students may attend regularly scheduled commercial classes with non-FAA students without requiring dedicated FAA classes; FAA References to Parts 91, 121, and 135 are applicable documents for review; there is no guaranteed minimum order beyond the $50 minimum-order clause; and the FAA is responsible for student counts enrolled two weeks prior to training, with authority to replace or remove students within that period but not add new students. The document also notes that AC0250 language regarding non-split awards and mandatory Section B item proposals was included in error and has been removed.
