About this opportunity
The Department of the Air Force Air Mobility Command seeks C-40B/C and B737 MAX pilot simulator training services, with proposals due August 28, 2026 and a total small business set-aside foreclosing open competition. This is a Requirements-type contract with a five-year ordering period (November 1, 2026 through October 31, 2031), and Amendment 1 as of August 25, 2026 incorporates government responses to additional industry questions with revised Attachments 1–6 (PWS, Sections L and M, CDRLs, Provisions and Clauses, and Pricing Matrix).
The contractor must deliver training at an FAA Part 142–certified facility equipped with FAA-certified Level D, Category IIIa Full Flight Simulators configured with Boeing USAF C-40B/C Operational Program Configuration (OPC) load software and access to a B737 MAX Level D simulator. Training courses include Initial Qualification (30 courses annually, 30 pilots), Refresher (200 courses annually, 200 pilots), Recurring Evaluation (120 courses annually, 120 pilots), Refresher/Recurring combined (120 courses annually, 120 pilots), Senior Officer (4 courses annually), Requalification (1 course annually), and B737 MAX Differences training (20 courses initially, ongoing). Instructors must be FAA-certified under 14 CFR Part 142 and U.S. citizens with access to export-controlled USAF C-40 controlled unclassified information procedures; simulators must maintain 95 percent operational availability; validated student complaints concerning instruction quality must not exceed one per training quarter for most courses.
Place of performance is the contractor's facility. The NAICS code is 611512, Flight Training; the PSC is U099. The acquisition uses Lowest Price Technically Acceptable (LPTA) source selection with mandatory Gates requirements: FAA Training Specifications for B737-700/800/MAX8 and C-40B/C variants; evidence of fully operational Level D simulator with Category IIIa instrument landing system capability; FAA pilot instructor certifications; implementation capability by October 31, 2026; and Boeing OPC load software access. Technical evaluation addresses course syllabi and quality control plan (acceptable/unacceptable); past performance assesses recency (within three years), relevancy (successful performance in all mandatory training areas), and quality (satisfactory or higher ratings). The Government will evaluate the lowest-priced proposal first; once two technically acceptable proposals are identified, both proceed to price comparison and award is made to the lowest-priced technically acceptable offeror. Prime contractors must perform at least 50 percent of contract costs with their own employees; subcontracting limitations apply per FAR 52.219-14 measured separately per task order.
