About this file

This is a sample consent letter template for subcontractors and teaming partners participating in federal contract proposals. The document serves as Attachment 7 to a solicitation and is designed to facilitate the Government's past performance evaluation process by obtaining written authorization from major subcontractors to disclose their performance information to the prime contractor during source selection.

The template specifically addresses a Department of the Air Force Request for Proposal (FA445226R0002) at Scott Air Force Base for USAF C-40 Pilot Training Follow-on services. Subcontractors and teaming partners must complete and sign the consent letter to allow the Government to discuss their past performance with the prime contractor during competitive negotiations. The letter requires signature and authorization from an individual with legal authority to bind the company, along with company name and address. Completed consent letters must be submitted as part of the Past Performance Volume of the proposal response. The template emphasizes that this consent is necessary because prime contractors are considered private parties and cannot receive subcontractor performance information without explicit consent under federal regulations.

SAMPLE SUBCONTRACTOR/TEAMING PARTNER CONSENT LETTER

FOR THE RELEASE OF PAST PERFORMANCE INFORMATION

TO THE PRIME CONTRACTOR

Past performance information concerning subcontractors cannot be disclosed to a private party without the subcontractor’s consent. Because a prime contractor is a private party, the

Government will need that consent before disclosing subcontractor past and present performance information to the prime contractor during competitive negotiations. In an effort to assist the

Government’s Past Performance evaluation team in assessing your recent past performance relevancy and quality, we request that the following consent letter be completed by the major subcontractors identified in your proposal. The completed consent letters should be submitted as part of your Past Performance Volume.
