About this opportunity

The Department of the Air Force Air Combat Command seeks establishment of at least no more than two Blanket Purchase Agreements for repetitive orders of paints, coatings, and sealants via Request for Quotation FA4877-26-Q-A216, with quotes due October 2 at 8:00 AM Arizona Time and questions due September 23 at 8:00 AM Arizona Time. This is a total small business set-aside, foreclosing competition outside that category. Amendment 01 extended the original submission deadline.

Place of performance is Davis-Monthan Air Force Base in Tucson, Arizona 85707, with FOB Destination delivery required to the 309th Aerospace Maintenance and Regeneration Group. All products must conform to identified Military Specifications and Technical Orders per the Product List (Attachment 2), with approximately 25 line items including primers, protective coatings, sealants, adhesion promoters, and chemical cleaners sourced from manufacturers such as PPG, CAAP Co., AkzoNobel, and Lockheed Martin. Specialized requirements include FMS-3600 spectral selective coating (transitioning from FP-361 to FP-600), color-coded sealant caps, and premixed frozen material maintained at minus 80 degrees Fahrenheit. The contractor must establish initial inventory within 60 calendar days of task order receipt and maintain just-in-time delivery for 95 percent of orders with 24-hour notification response. Contractor must provide a primary and alternate contract manager available during AMARG standard operating hours (Monday–Friday, 6:00 AM–3:30 PM, excluding federal holidays), 24-hour technical assistance capability for coating or sealant failures, monthly site visits with quality audit reports, and real-time online tracking accessible to USAF personnel. All personnel require REAL ID compliance, background checks with full roster submission within 10 business days of award, OPSEC training, and English language proficiency verification. The NAICS code is 325510 (Paint and Coating Manufacturing) and PSC is 8010 (Paints, Dopes, Varnishes, and Related Products). Evaluation weighs technical capability, lead time, and price, with firm fixed-price contracts awarded to the responsible offeror whose offer is most advantageous to the Government.
