About this opportunity

The United States Marine Corps Systems Command (MCSC) is conducting a Request for Information (RFI) to gather market research on industry capacity to manufacture an Alternating Current (AC) Load Bank to replace the USMC's current 100kW system that has reached end-of-life. The replacement system must be rated at 60 kW @ 120/208 3-phase with both resistive and reactive load capabilities, operate across temperatures from -25°F to 125°F, meet IP 65 environmental requirements, and be maintainable by any Marine in under 30 minutes without special tools. Key technical specifications include a weight threshold of 800 lbs. with an objective of 300 lbs., use of Cam-Type 16 connectors, and ruggedization for multimodal transport and cargo operations. Vendors must submit responses via PDF email to anthony.fennell@usmc.mil by March 20, 2026, at 12:00 PM Eastern Time, with responses evaluated based on technical capability, past performance, production capacity, and supply chain analysis. This RFI imposes no commitment or obligation on the Government and represents preliminary market research rather than a formal solicitation.

This opportunity is designated as a Total Small Business set-aside, restricting competition to businesses meeting small business criteria including 8(a), HUBZone, Service-Disabled Veteran-Owned, Small Disadvantaged Business, or Ability One Program status. Vendors must provide cost estimates for both 10 Low-Rate Initial Production (LRIP) units and 250 total production systems, production timelines for delivery to West Bethesda, Maryland, and monthly production capacity information. Responses must include facility and infrastructure descriptions, up to three past performance examples demonstrating cost, schedule, and performance management capabilities, and identification of any design criteria the vendor cannot meet or supply chain vulnerabilities. No incumbent contractor is identified in this pre-solicitation notice, and no award value or budget range has been disclosed at this market research stage.
