Request for Information (RFI) M67854-26-I-5311

The Marine Corps Systems Command (MCSC) issued this RFI on February 17, 2026, to conduct market research regarding industry capacity to produce an Alternating Current (AC) Load Bank to replace the USMC's current 100kW system that has reached end-of-life after nearly two decades of service. This is a market research initiative, not a solicitation for contract award, and imposes no commitment or obligation on the Government. Interested vendors must submit PDF responses via email to anthony.fennell@usmc.mil by March 20, 2026, at 12:00 PM Eastern Time. Responses must include a cover page with business name, address, manufacturing location, business size classification, point of contact name, phone number, and email address.

The RFI requires vendors to provide cost estimates for 10 Low-Rate Initial Production (LRIP) units and 250 total production systems with costs listed separately; production timelines from contract start to LRIP delivery in West Bethesda, Maryland, and from delivery order start to production equipment delivery in Albany, Georgia; monthly production capacity; small business status (8(a), HUBZone, Service-Disabled Veteran-Owned, Small Disadvantaged Business, or Ability One Program); facility and infrastructure descriptions; up to three past performance examples demonstrating cost, schedule, and performance management; and identification of supply chain vulnerabilities. Vendors must also identify any design criteria they cannot meet. The replacement system must be rated at 60 kW @ 120/208 3-phase, 50 and 60 Hz, with resistive and reactive load capabilities; use Cam-Type 16 connectors; support stepped loading for 5 kW through 60 kW generators; be maintainable by any Marine in under 30 minutes without special tools; not exceed 800 lbs. (threshold) or 300 lbs. (objective); operate at temperatures from -25°F to 125°F; and meet IP 65 environmental requirements. The system must be ruggedized for multimodal transport and tiedown cargo operations.

Introduction

This Request for Information (RFI) initiates market research under Federal Acquisition

Regulation Part 10.002(b)(2)(iii). This is NOT a Request for Proposals. NO FINAL

SOLICITATION DOCUMENTS EXIST AT THIS TIME. This RFI does not constitute a commitment, implied or otherwise, that the Marine Corps Systems Command (MCSC) will take procurement action in this matter. The Government will not be responsible for any cost incurred in furnishing this information.

In support of finding a solution for electrical load testing for the United States Marine Corps

(USMC), MCSC is soliciting information regarding industry's capacity to produce an Alternating

Current (AC) Load Bank. We request concise product descriptions detailing capabilities, as well as examples of current load bank products. Furthermore, MCSC seeks insights into any novel capabilities integrated into commercial temporary power distribution systems that could offer enhanced value to the Marine Corps.

General Background

The current AC Load Bank was fielded almost two decades ago providing Marines with a rapidly deployable capability that safely load tests generators. The system is at the end of its life cycle and requires replacement.

Request for Written Responses

Vendor Survey for Alternating Current Load Bank

MCSC is requesting respondents answer the following Vendor Survey questions:

1. Provide a cost estimate for producing a Load Bank described in the "Design Criteria" section of this RFI. For estimating purposes, assume 10 Low-Rate Initial Production (LRIP) units and a total production of 250 Systems. List cost separately for production and LRIP units.

2. Estimate the length of production time (Months) from contract start to delivery of LRIP articles to West Bethesda, Maryland.

3. Estimate the length of production time (Months) from delivery order start to delivery of production equipment to Albany, GA. Identify monthly production capacity.

4. Does your organization qualify as a Small Business Administration (SBA) 8(a) Program, Historically Underutilized Business Zones (HUBZone) program, Service-Disabled Veteran-

Owned Businesses, Small Disadvantaged Businesses, Small Business, or participant of the government Ability One Program as defined by the Small Business Administration? If so, identify the status.

5. Describe your facility and infrastructure as it relates to support material storage, manufacturing, and production.

6. Provide up to three examples of past performance that demonstrates your capability to manage Cost, Schedule, and Performance.

7. Identify any supply chain vulnerabilities in materials, components and/or other resources.

8. MCSC assumes responding vendors can successfully meet most of the design criteria provided; therefore, please identify which design criteria's you cannot meet at this time.

NOTE

This RFI is issued for the purpose of determining market capability of sources and does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote

(RFQ) or an indication that the Government will contract for any of the items or services contained in this notice. No final solicitation document exists. Responses shall not include classified or proprietary material. Information with Classified, "Proprietary", "Confidential", or other markings limiting distribution will not be reviewed. Responses to this notice will not be returned. No reimbursement will be made for any costs to provide information in response to this announcement or any follow-up information requests.

Information or statements contained herein are not binding upon the Government. All submissions become Government property and will not be returned.

DESIGN CRITERIA

To enhance operational readiness, the USMC is seeking to replace its current 100kW Load Bank

System with a modern Resistive-Reactive unit. The replacement must be more compact, reliable, and supportable to meet the demands of expeditionary operations. This system is critical for aviation and ground units to perform essential maintenance, testing, and exercising of tactical mobile power generators in any environment.

Threshold (T) are “must meet” criteria, whereas Objective (O) criteria are not required, but “nice to have” if not cost prohibitive.

1. Electrical Rating: The load bank shall be rated at 60 kW @ 120/208 3 phase, 50 and 60 Hz.

System must be able to provide resistive and reactive electrical loads (T=O).

2. Connectors: The load bank connectors shall be Cam-Type 16 connectors (T=O).

3. Load Step Resolution: The load bank must be capable of stepped loading to support a 5 kW, 10 kW, 15 kW, 30 kW, and 60 kW generators. (T=O).

4. Maintainability: The load bank will be designed that any Marine can perform Maintenance in less than 30-minutes (T) or 15-minutes (O). Maintainers shall be able to complete maintenance without any special tools (T=O).

5. Transportability: The load bank shall be engineered for operational reliability in extreme and rugged environments. The unit must be ruggedized to endure the rigors of multimodal transport, including road, rail, air, and sea. (T=O). The System will be transported as tiedown cargo

(T=O).

6. Weights: The load bank shall not exceed 800 lbs. (T) 300 lbs (O)

7. Environmental: The Load Bank must operate at rated load at ambient air temperatures ranging from -25°F to 125°F (T=O). The system and all components shall experience no malfunction or degradation of performance after storage in temperatures from -40℉ to

160℉(T=O).

8. Environmental Other: The Load bank shall meet IP 65 requirements (T=O).
