About this opportunity

The Colorado Air National Guard, 140th Wing at Buckley Space Force Base is procuring a specialized 1,100-gallon de-icing towable trailer for their Alert section through solicitation W50S6V25Q0017. The trailer must meet detailed technical specifications including a maximum weight of 18,000 pounds when fully loaded (revised from the original 12,500 pounds), a 50-foot spray arm with three boom sections, hydraulically operated systems, LED safety lighting, and robust runway-capable construction with stainless steel reservoir components. Vendors must be registered in the System for Award Management (SAM) and provide comprehensive product specifications demonstrating compliance with all salient characteristics. The evaluation will prioritize technical acceptability first, followed by past performance considerations, with award going to the lowest-priced technically acceptable offeror. The original solicitation was issued on August 26, 2025, with questions due by September 3, 2025, and quote submissions due by September 15, 2025 at 4:00 PM MDT following a five-day extension granted through Amendment 01.

This procurement is designated as a Total Small Business Set-Aside under NAICS code 336212 (Truck Trailer Manufacturing) with a size standard of 1,000 employees, limiting participation to qualifying small businesses only. No incumbent contractors or current award values are specified in the documentation, and the government has indicated that no funds are currently available, making any award contingent upon future funding availability. The requirement calls for delivery of one complete de-icing trailer unit within 60 days of contract award to Building 808 at 242 S. Aspen Street, Buckley Space Force Base in Aurora, Colorado. The contract structure is firm fixed price, and vendors must provide their signature with quotes to confirm acceptance of solicitation terms, with failure to do so potentially resulting in offers being deemed non-responsive. Performance will occur at Buckley Space Force Base, where the specialized ground support equipment will be used for aircraft de-icing operations on runways, taxiways, and aircraft parking ramps.
