About this opportunity

The United States Transportation Command (USTRANSCOM) is conducting market research for Stevedoring and Related Terminal Services (S&RTS) in Alaska, targeting service providers capable of handling military cargo at the ports of Anchorage, Seward, Whittier, and Valdez. The anticipated Indefinite-Delivery Indefinite-Quantity (IDIQ) contract will have a base performance period from 15 May 2026 to 14 May 2031, with a potential six-month extension. Key contract requirements include comprehensive logistics services involving loading/unloading vessels, trucks, and rail, with capabilities to manage various cargo types including vehicles, containers, breakbulk, and hazardous materials weighing up to 150,000 lbs. Evaluation will likely focus on operational readiness, labor resources, equipment availability, past performance, and compliance with military logistics standards. Interested contractors must submit a completed information sheet and survey via email to Contracting Officer Kelsy Burris and Contract Specialist Connor Breyer by 6:00 A.M. CDT on 16 June 2025.

The procurement does not currently have a specific small business set-aside, though the NAICS code 488320 (Marine Cargo Handling) has a small business size standard of $47 million. While no incumbent contractor is explicitly named, the solicitation indicates this is a follow-on contract to an existing arrangement expiring on 14 May 2026. The government anticipates awarding the contract in January 2026, with potential for significant operational complexity given the requirement for 24/7 port services, hazardous material handling, and support for military contingencies. Though no specific award value is mentioned, the comprehensive nature of services and multiple Alaskan ports suggest a substantial contract scope. Contractors will need to demonstrate robust capabilities in cargo management, safety protocols, specialized equipment availability, and the ability to rapidly respond to military logistics requirements across diverse maritime environments.
