About this file
This Request for Information (RFI) is issued by the United States Transportation Command (USTRANSCOM) for Stevedoring and Related Terminal Services (S&RTS) in Alaska. The anticipated solicitation will be an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a base performance period from 15 May 2026 to 14 May 2031, including an optional six-month extension. The RFI serves as a market research tool to gather information from potential contractors, with a response deadline of 6:00 A.M. CDT on 16 June 2025.
The RFI includes an information sheet for companies to complete, requesting details such as company name, CAGE/NCAGE code, DUNS number, SAM registration status, and size/status classification. The document emphasizes small business provisions, specifically noting that for small business set-aside acquisitions, contractors cannot pay more than 50 percent of the contract amount to subcontractors that are not similarly situated entities. Interested companies must submit their completed information sheet and survey via email to Kelsy Burris (Contracting Officer) and Connor Breyer (Contract Specialist) at their respective USTRANSCOM email addresses.

For acquisitions that are set-aside for small businesses, the solicitation must include FAR clause 52.219-14, Limitations on Subcontracting (DEVIATION 2021-O0008). This clause requires confirmation that, by submission of an offer and execution of a contract, the small business contractor will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities (i.e., small businesses). There is an exception for work performed outside the United States that is required to be performed by a local contractor. If your company represented as a small business, please acknowledge the requirement to comply with the 50 percent limitation if the resulting acquisition is set-aside for small businesses. If compliance with this clause relies on the exception related to required sources, please describe the nature of these sources (if known at this time).
