About this opportunity
The Defense Logistics Agency Troop Support Subsistence division is seeking a Prime Vendor contractor to provide full-line food services support to military and federally funded customers in Alaska through an unrestricted, full and open competition solicitation. The procurement is a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract using a Best Value Trade-off source selection methodology with fixed-price pricing and Economic Price Adjustment terms. Technical proposals are limited to 75 pages plus 50 pages of supporting documentation, and bidders must include small business subcontracting plans with specific participation goals for various small business categories. The solicitation requires vendors to maintain a 98% fill rate, support surge quantities up to 300% of normal demand, and provide a comprehensive Food Defense plan. Key deadlines include pre-proposal questions due by February 25, 2025, and proposal submissions due by April 17, 2025, at 3:00 PM Eastern Standard Time through the DLA Internet Bid Boards System (DIBBS).
The contract covers food service distribution across two geographic zones in Alaska, with an estimated total contract value ranging from $6.2 million guaranteed minimum to a maximum of $124 million. The procurement will support approximately 8 School and Tribe locations currently ordering around 10,000 cases annually, with sales percentages varying across different military facilities. The contract is structured in three performance tiers: a 24-month initial period (including a 120-day ramp-up) followed by two 18-month periods. Vendors must source products from sanitarily approved establishments and comply with Berry Amendment requirements for food sourcing. The solicitation requires detailed pricing submissions for 104 market basket line items across categories including dairy, meat, produce, beverages, and dry goods, with specific attention to distribution fees and evaluation quantities for both zones. Notably, the contract includes specific volume expectations, such as 1,862 cases of chicken quarters and 8,244 cases of reduced fat milk.
