About this opportunity
The Department of the Interior Bureau of Indian Affairs Central Office seeks design, installation, and implementation of an integrated physical security system (video surveillance and physical access control) at the American Indian Records Repository in Lenexa, Kansas, with proposals due July 8, 2026. This procurement is 100% set aside for Indian Small Business Economic Enterprises (ISBEEs) under NAICS 238210, with a $13 million size standard.
Place of performance is 17501 W 98th Street, Lenexa, Kansas 66219. The contract is awarded as Firm-Fixed-Price with a 180-day period of performance and a 30-day installation window. Work must occur during standard business hours (8:00 AM to 4:30 PM CST, Monday–Friday), excluding federal holidays.
The technical scope requires a comprehensive integrated solution meeting FIPS 201-3, FISMA, NIST 800-55 Revision 5, and ISC standards. The video surveillance component must deliver high-definition (minimum 1080p) IP cameras with infrared/night vision, continuous 24/7 recording at minimum 15 fps, 90-day minimum video retention, local storage with FIPS 140-3 encryption, intelligent video analytics (motion detection, object recognition, intrusion detection, loitering detection, tamper detection), web-based dashboard, and automatic failover with UPS backup. The physical access control system must support all exterior and designated interior access points with PIV-compliant readers from the GSA FIPS 501 Approved Product List, role-based access control with time-based scheduling, real-time access logging, automated alerts for unauthorized attempts, federal identity management integration (Active Directory/SAML preferred), and centralized card management. The integrated platform must enable seamless VSS-PACS correlation, unified management, comprehensive audit trails, multi-factor authentication for administrators, network security hardening, and scalability to additional AIRR locations. Remote monitoring and administration from Albuquerque or Lenexa offices is restricted to designated PIV-authenticated users on GFE-issued devices, with Windows 11 compliance required.
Contractor personnel must comply with HSPD-12 security clearance requirements and possess federal government-issued identification badges. A mandatory site visit was held June 29–30, 2026. Amendments 0002 (posted June 26) and 0003 (posted July 6) extended the submission deadline from June 23 to July 8 and published Government Questions and Answers. Contracting Officer is Nancy Shah. All offerors must acknowledge receipt of amendments prior to submission or face rejection. No bid, payment, or performance bonds are required.
