About this file

This is a Request for Quote (RFQ) for the design, installation, and implementation of an integrated physical security system at the American Indian Records Repository (AIRR) in Lenexa, Kansas.

The Bureau of Trust Funds Administration seeks to replace its legacy security infrastructure with a modernized solution encompassing video surveillance (VSS) and physical access control (PACS) systems. The requirement is set aside 100% for Indian Small Business Economic Enterprises (ISBEEs) under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a $13 million size standard. The solicitation number is 140A1626QD002, with quotes due June 23, 2026 by 1500 Eastern Time. A mandatory site visit is required on June 12, 2026 from 10:00 AM to 12:00 PM at the AIRR facility; quoters must RSVP by June 10, 2026 to Robert.Davis@bia.gov. The contract will be awarded as a Firm-Fixed-Price (FFP) purchase order. The performance location is 17501 W 98th Street, Lenexa, KS 66219, with a 180-day period of performance and a 30-day installation window. Deliverable includes a proposed system architecture due within five business days of award, weekly status reports, training documents, security documentation, and warranty/maintenance documentation. All work must be performed during standard business hours (8:00 AM to 4:30 PM CST, Monday-Friday) except federal holidays. Contractor personnel must comply with HSPD-12 security clearance requirements and possess federal government-issued identification badges. Questions must be submitted by 3:00 PM Eastern Time on June 10, 2026.

The technical objectives require a comprehensive, integrated physical security solution meeting federal compliance standards including FIPS 201-3 for PIV card authentication, FISMA, NIST 800-55 Revision 5, and ISC standards. The VSS component must include high-definition (minimum 1080p) IP cameras with infrared/night vision capability, continuous 24/7 recording at minimum 15 fps, 90-day minimum video retention, local storage with FIPS 140-3 encryption, intelligent video analytics (motion detection, object recognition, intrusion detection, loitering detection, tamper detection), real-time viewing via web-based dashboard, and automatic failover with UPS backup. The PACS must support all exterior and designated interior access points with PIV-compliant readers listed on the GSA FIPS 501 Approved Product List, role-based access control with time-based scheduling, real-time access logging, automated alerts for unauthorized attempts, federal identity management system integration (Active Directory/SAML preferred), and centralized card management system integration. The integrated system must provide seamless VSS-PACS correlation for incident investigation, unified management platform, comprehensive audit trails, system hardening with multi-factor authentication for administrators, network security measures, scalable architecture supporting future expansion, and compliance with federal privacy regulations. Remote monitoring and administration from Albuquerque or Lenexa offices must be restricted to designated PIV-authenticated users on GFE-issued devices, with Windows 11 compliance required. The vendor must provide comprehensive staff training, detailed system administration manuals, ongoing technical support with defined SLAs, and support for scalability to additional AIRR locations.
