About this opportunity
The Department of the Air Force Air Education and Training Command seeks Aircrew Flight Equipment maintenance and repair services at Columbus Air Force Base in Columbus, Mississippi, with quotes due August 13, 2026. This is a 100% small business set-aside (NAICS 488190, size standard $40.0 million), issued as a Request for Quotation under solicitation FA302226Q0305.
Place of performance is Columbus Air Force Base, Building 1030, rooms 121 and 122. The contractor shall provide in-shop inspection, repair, repacking, and modification of aircraft-installed parachutes and flotation equipment; repair and modification of anti-G garments, torso harnesses, and dual helmet visor snap fittings; fabrication and modification of vision restriction devices; and repair of flight suits, flight jackets, and sewing machines. The contractor must maintain management programs for Technical Orders, Safety, Supply, HAZCOM, Explosive Safety, Composite Tool Kit, and Test, Measurement and Diagnostic Equipment. Performance thresholds require no more than two validated inspection failures per year for parachutes and anti-G garments, with parachute assemblies and anti-G garments completed within five duty days of receipt. Annual workload is approximately 10,546 hours, requiring a minimum two-person team for parachute inspections; the Government recommends at least four personnel across three CBA classifications: Aircrew Flight Lead, Senior, and Specialist.
Performance runs October 1, 2026 through September 30, 2031 (base year plus four optional one-year periods). Funds are not presently available; no award will be made until funds are available. The Government reserves the right to cancel this solicitation before or after the closing date. The contract is firm fixed price. An active Collective Bargaining Agreement applies with hourly rates (Lead $44.34–$49.88, Senior $42.61–$47.93, Specialist $40.99–$45.09) plus $4.80 per hour fringe benefits. All contractor personnel require a favorable investigation for access to Controlled Unclassified Information. Employees must be graduates of specified Aircrew Life Support, Survival Equipment, or Aircrew Flight Equipment technical training, or hold equivalent FAA parachute rigger certifications.
Offerors submit Volume I (completed COMBO form with pricing and business information) and Volume II (technical narrative and quality control plan, 25 pages maximum in PDF, 12-point font or larger, submitted unredacted and redacted for blind evaluation). Evaluation uses a five-step process: responsiveness, total evaluated price ranking, technical acceptability, past performance (using CPARS and FAPIIS, with neutral treatment for vendors lacking history), and best-value decision.
