About this file
This document is an addendum to a Request for Quotation (RFQ) for Aircrew Flight Equipment Service in Fiscal Year 2027 (Solicitation # FA302226Q0305), issued by the U.S. Air Force on July 10, 2026. The addendum modifies submission and evaluation requirements for commercial products and services under FAR clauses 52.212-1 and 52.212-2.
Submission Requirements: Offerors must submit two separate volumes. Volume I consists of a completed COMBO form containing the Pricing Schedule and Business Information from page 4 of the solicitation. Volume II contains technical capability documentation limited to 25 pages maximum in PDF format with 12-point or larger font, consisting of a Technical Narrative demonstrating comprehensive understanding of Performance Work Statement (PWS) requirements and a Quality Control Plan (QCP) detailing quality assurance measures throughout contract performance. Volume II must be submitted in two copies: one unredacted copy with complete technical and organizational details, and one redacted copy for blind evaluation with all pricing details and quoter-identifying information (company names, logos, UEIs, POC names) removed.
Evaluation Process: The Government will conduct a five-step evaluation process: Step 1 assesses responsiveness; Step 2 ranks responsive quotations by Total Evaluated Price; Step 3 evaluates technical acceptability with potential for interchanges if no vendors qualify; Step 4 reviews past performance using CPARS, FAPIIS, and other available information, with neutral treatment for vendors lacking performance history; and Step 5 renders a best-value decision considering technical evaluation, past performance, and price reasonableness.

Aircrew Flight Equipment Service FY27 RFO 52.212-1 and 52.212-2 Addendum Solicitation # FA302226Q0305 10 July 2026
Addendum to RFO 52.212-2 Evaluation—Commercial Products and Commercial Services.
(a)(1) Evaluation Process. To determine the quote that represents the best value to the Government, the Evaluation Team will:
Step 1: Evaluate all quotes for responsiveness.
Step 2: Rank all responsive quotations based upon vendor's Total Evaluated Price.
Step 3: Evaluate each vendor's technical acceptability. If no vendors are found to be technically acceptable, interchanges may be conducted in accordance with RFO 52.212-1(d), otherwise the quotes found to be technically acceptable will continue to step four.
Step 4: Evaluate past performance for each technically acceptable quote. Past performance information includes, but is not limited to, searches of CPARS, FAPIIS, and other available information to the Government. If negative past performance information is found, interchanges may be conducted in accordance with RFO 52.212-1(d). The lack of any past performance information will be considered "neutral" and will not be considered positively or negatively when compared to another vendor's past performance.
Step 5: Make a Best-Value decision based on the above factors, considering the technical evaluation, past performance evaluation, and a determination that the price is fair and reasonable.
