About this file

This document is Attachment 5 containing DAFFARS (Department of the Air Force Federal Acquisition Regulation Supplement) clauses for the Aircrew Flight Equipment FY27 solicitation (FA302226Q0305).

The attachment establishes contract administration requirements and environmental/safety compliance obligations. An ombudsman, Mr. Juan L Martinez (Deputy Director of Contracting, AFICC/KT, JBSA Randolph TX, telephone 210-652-1722), has been appointed to hear and facilitate resolution of concerns from offerors and potential offerors, with strict confidentiality maintained upon request. Interested parties must first address concerns to the contracting officer before consulting the ombudsman, and consulting an ombudsman does not alter timelines for bid protests, debriefing requests, or other formal processes. Contractors are prohibited from providing any service or product that requires Class I Ozone Depleting Substances (ODS) in test, operation, or maintenance, including specified halons, chlorofluorocarbons (CFCs), carbon tetrachloride, methyl chloroform, and methyl bromide. Contractors performing work on Government installations must take all reasonable steps to prevent accidents and preserve health and safety, comply with Department of the Air Force Occupational Safety and Health (AFOSH) standards as directed by the contracting officer, and violations may result in contract termination. Additionally, contractors must obtain base identification and vehicle passes for personnel with frequent installation access, comply with Common Access Card (CAC) requirements for those requiring logical or physical access to Department of Defense computer networks and facilities, maintain Emergency Mass Notification System (EMNS) contact information for personnel on DoD installations, and return all credentials and passes within 7 working days of personnel changes or contract completion, with failure to comply potentially resulting in withholding of final payment.

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.

Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
