About this opportunity

The Department of the Air Force Reserve Command seeks aircraft wash and lubrication operations at Homestead Air Reserve Base (HARB), Florida, in a 100% Total Small Business Set-Aside, with proposals due August 19, 2026, at 2:00 PM EDT. This is solicitation FA6648-26-Q-0008.

Place of performance is Homestead, Florida. The work encompasses washing and lubricating 28 F-16C aircraft (approximately 1,173 square feet each) plus two static display aircraft (one F-16 and one F-4), with an estimated workload of one to four aircraft washes per week. F-16 aircraft require washing every 180 days per technical orders, with a maximum of eight hours allowed per wash cycle. Services occur Monday through Friday, 0700–1530 hours, plus one Unit Training Assembly (UTA) weekend per month, with optional swing shift (1500–2330) available at government discretion. Work will be performed at the current wash rack adjacent to Building 4710 or in new Building 183 once constructed.

The contract features a 12-month base period with an anticipated start date of September 1, 2026, followed by four optional 12-month renewal periods; total contract duration shall not exceed 60 months. The government estimates 56 aircraft washes per year across all CLINs.

The small business size standard is $40 million. NAICS code is 488190 (Other Support Activities for Air Transportation); PSC is J015 (Maint/Repair/Rebuild of Equipment: Aircraft and Airframe Structural Components).

Contractor personnel must hold at least one year of experience in DOD or commercial aircraft cleaning or related services and must obtain base access clearance through background investigation. Contractors must comply with NIST SP 800-171 Rev. 2 cybersecurity requirements and maintain active SPRS cybersecurity assessments at CMMC Level 2. Company facility clearance is encouraged but not required at proposal submission. All contractor personnel must eliminate Class I ozone-depleting substances and comply with Miami-Dade County environmental regulations for oil and heavy-metal run-off management.

Service Contract Act wage rates apply, with Aircraft Servicer at $29.06 per hour, Aircraft Mechanic I at $35.85 per hour, Aircraft Mechanic Helper at $24.10 per hour, and Aircraft Worker at $31.44 per hour, plus fringe benefits of $5.55 per hour up to 40 hours weekly.

Offerors must submit three-volume packages: Volume I (Technical Acceptability, maximum 40 pages) demonstrating compliance with technical orders, environmental management plan, quality control procedures, and staffing capabilities; Volume II (Past Performance, no page limit) with up to three relevant references from the last three years; and Volume III (Administrative & Price) including SF 1449, pricing for all CLINs, representations and certifications, and proof of NIST SP 800-171 Rev. 2 compliance. Evaluation follows a sequential four-step process: Step 1 ranks all timely, compliant quotes by lowest Total Evaluated Price (TEP); Step 2 evaluates the three lowest TEP packages for technical acceptability and price realism on a pass/fail basis; Step 3 evaluates past performance of the lowest-priced acceptable quote(s); and Step 4 conducts best-value tradeoff analysis where past performance is significantly more important than price. Quotes must be submitted via email to Contracting Officer Lois Faye Ritter at lois.ritter.1@us.af.mil. Questions were due August 3, 2026, at 4:00 PM EDT; answers were posted August 10, 2026. Amendment 3 (posted August 10, 2026) provided questions and answers, an airpark map, and detailed F-16 aircraft wash procedures and lubrication requirements.
