About this opportunity

The Federal Aviation Administration seeks a contractor to conduct a comprehensive physical inventory audit of approximately 45,000 aircraft parts line items at the Mike Monroney Aeronautical Center in Oklahoma City, with proposals due September 16, 2026, and questions due August 6, 2026. The procurement is set aside 100% for small businesses.

Place of performance is Oklahoma City, Oklahoma. The audit must be completed within 60 days of award and establish accurate inventory records prior to migration from the legacy Aircraft Maintenance, Repair, and Overhaul platform to CAMP, a commercial-off-the-shelf inventory tracking system. The contractor must conduct a blind count using tablet devices for electronic data collection without physically tagging items. Audit personnel must include Senior Auditors with minimum two years' physical inventory audit experience and APICS CPIM certification, and Auditors with minimum one year's experience. All personnel must be U.S. citizens and pass security screening and background checks. The contractor must assign a dedicated Point of Contact with corporate authority and provide monthly status reports detailing audit schedule progress, labor hours consumed, and travel costs.

The NAICS code is 541614, Process, Physical Distribution, and Logistics Consulting Services; PSC is R704, Support-Management: Auditing. Evaluation uses Lowest Price Technically Acceptable methodology, weighting Technical Approach (demonstrating program management, quality control, experienced auditors, and comprehensive reporting), Relevant Experience (requiring three to five examples of similar projects completed within the past five years valued at or above $200,000 and involving 25,000 or more parts audited), and Price. Proposals must be submitted electronically in three separate volumes: Technical Approach, Relevant Experience, and Pricing. Insurance requirements include general liability minimum $500,000 and automobile liability minimum $500,000. Amendment 0002, issued September 2, 2026, extended the deadline from August 20 to September 16 and updated the Statement of Work and Sections L-M.
