About this opportunity
The Department of the Air Force Air Combat Command seeks maintenance, inspection, and repair services for its Aircraft Fire Training Facility at Seymour Johnson Air Force Base, North Carolina, with proposals due September 23, 2026, at 2:30 PM. This is a full and open procurement with a HUBZONE price evaluation preference; no set-aside applies, though the Air Force reserves the right to apply small business set-asides.
Place of performance is Goldsboro, North Carolina. The NAICS code is 811310, with a small business size standard of $12,500,000. Contractors must demonstrate a minimum of five years' experience with USAF-standard Aircraft Fire Training Facilities, evidence of at least ten completed projects with AFCEC acceptance, and structural steel fabrication capabilities. All personnel performing gas piping installation, testing, repair, and replacement must be certified; personnel handling liquid propane gas must receive documented training in safe handling and operating procedures. Services shall adhere to Air Force Technical Order 35E1-2-13-1 and manufacturer recommendations.
The base contract period runs October 1, 2026, through September 30, 2027, with four one-year option periods and one six-month option, extending through March 31, 2032. Services include two semi-annual maintenance inspections annually (not exceeding 180 days between inspections), 40 hours of service calls annually, and supplies, materials, and parts on a firm fixed-price basis. Amendment 0001, issued September 21, changed service call line items from quantity-based to hour-based measurement. Propane leak response requires verbal and on-site response within 2 hours; other repairs require response within 5 calendar days. The contractor must submit written inspection summaries to the Contracting Officer Representative within 10 working days and maintain a one-year warranty on workmanship.
Service Contract Labor Standards apply; the wage determination is $24.94 per hour monetary wage plus $7.23 fringe benefits for Ground Support Equipment Servicer positions. Evaluation weighs technical acceptability and adherence to the Performance Work Statement (Pass/Fail), past performance covering the last ten completed projects (Acceptable/Unacceptable), and price reasonableness, with non-price factors significantly more important than price. All offerors must be registered in SAM and provide their CAGE code with their quote.

21 Sep 2026 - Amendment 0001 - The purpose of Amendment 0001 is to incorporate all questions and answers into the solicitation and to extend the response due date from 21 September 2026 at 2:00pm to Wednesday, 23 September 2026 at 2:30 pm. Additionally, based on the Q and A the unit of measurement for all service call line items will be updated from "40 each" to "40 hours". Lastly, option lines 5001 through 5003 will be reduced to reflect quantities for half of a year as these line items are for a 6-month option to extend the term of the contract, rather than a full year.
Please see see Amendment 0001, and the Q and A attachment below for further details.
