About this file

This is a Solicitation for Commercial Products and Commercial Services (Standard Form 1449) for Aircraft Fire Training Facility Maintenance services at Seymour Johnson Air Force Base, North Carolina.

The solicitation (FA480926Q0092) was issued on June 15, 2026, with an offer due date of September 18, 2026, at 2:00 PM local time. The acquisition is unrestricted and uses NAICS code 811310 with a size standard of $12,500,000. The contracting officer is Ashley Goodwin (919-722-5606). The contract requires firm fixed-price services with three line items per period: (1) Semi-Annual Maintenance Inspections for Aircraft Training Facilities (2 each), (2) Service Calls (40 each), and (3) Supplies, Materials, and Parts (1 each). The base contract period runs from October 1, 2026, through September 30, 2027, with four one-year option periods and one option to extend for six months (through March 31, 2032). Payment will be made via Wide Area WorkFlow (WAWF), with invoicing directed to DoDAAC F87700. Inspection and acceptance occur at the destination (F3T3CE 4 CES CECH, Seymour Johnson AFB). Offerors must submit proposals in three volumes: (1) Technical Acceptability and Adherence to Performance Work Statement (pass/fail evaluation), (2) Past Performance demonstrating recent and relevant experience with AFTF troubleshooting and work execution per T.O. 35E1-2-13-1 (acceptable/unacceptable evaluation), and (3) Pricing and Administrative Documents (reasonableness and completeness evaluation). The contract incorporates FAR and DFARS clauses addressing commercial items, service contract labor standards (WG-7 Ground Support Equipment Servicer at $24.94 wage plus $7.23 fringe benefits), small business size rerepresentation, cybersecurity requirements, and various compliance certifications. Evaluation will consider non-price factors as significantly more important than price, though price may become determinative if technical proposals are substantially equal.
