About this file

This is a Questions and Answers document clarifying key requirements for solicitation FA480926Q0092, Aircraft Fire Training Facility Maintenance, Inspection and Repair. The document addresses three primary inquiries regarding retention pond liner maintenance, propane response protocols, and service call pricing structures. Retention pond liner inspection occurs semiannually per Appendix C, with any identified repairs requiring contractor estimates submitted to the Contracting Officer's Representative (COR) for approval prior to work commencement based on funding availability. The propane response requirement mandates both verbal and onsite response within two hours of a leak being identified. Service call pricing requires vendors to provide labor rates rather than anticipated per-call costs, with the unit of measurement updated from individual calls to hours in Amendment FA480926Q0001.

The associated solicitation, issued by the Department of the Air Force Air Combat Command, seeks maintenance, inspection, and repair services for an aircraft fire training facility under a Performance Work Statement. This is a full and open commercial service competition with a HUBZONE price evaluation preference under NAICS code 811310. All offerors must be registered in the System for Award Management (SAM) and provide their CAGE code with their quote. The original quote submission deadline of 21 September 2026 at 2:00 pm EST was extended to 23 September 2026 at 2:30 pm via Amendment 0001, which also incorporated the Q&A responses and adjusted service call line items from quantity-based ("each") to hour-based measurements. Option lines 5001 through 5003 were reduced to reflect six-month quantities rather than full-year amounts for the option extension period.

FA480926Q0092 – Aircraft Fire Training Facility Solicitation Question and Answer

Question 1: Is retention pond liner repair part of the PM or just inspection? If we find an issue with the liner, do provide pricing and get approval before repairing?

Answer 1: The retention liner is part of the inspection that is done semiannually (Appendix C). On pricing and approval, per section 2.2, the contractor will provide an estimate to the COR and then COR will approve prior to work being done based off of funding availability.

Question 2: For propane response time, please clarify two hours verbal response, not for being on site.

Answer 2: There will be an onsite & verbal response within 2 hours of the leak being identified.

Questions 3: Can you clarify your expectations with the service call pricing? I see a qty of 40, are you looking for labor rate, or are we supposed to provide a price for an anticipated service call and you are planning for up to 40 calls?

Answer 3: Yes, we are looking for a labor rate.

(Unit of measurement for service calls updated from “each” to “hours” in amendment FA480926Q0092A0001)
