About this opportunity
Seymour Johnson Air Force Base seeks quotes for a five-year Firm-Fixed-Price IDIQ contract to provide comprehensive preventative maintenance and repair services for air compressor systems, with proposals due August 26, 2026 at 12:00 PM EST. The procurement is set aside 100% for small business concerns (NAICS 811310, size standard $12.5 million).
Place of performance is Seymour Johnson AFB, Goldsboro, North Carolina. The contractor shall provide all labor, tools, materials, and vehicles to maintain 18 air compressor units across 15 buildings in support of the 4th Equipment Maintenance Squadron and 4th Munitions Squadron, including Ingersoll Rand, Chicago Pneumatic, Industrial Gold Series, Bauer, and Champion Pneumatic equipment ranging in age from 1990 to 2024.
The contractor must perform biannual preventative maintenance (two cycles annually), respond to emergency service calls within 24 hours and routine service calls within 48 hours, and complete troubleshooting within six hours of arrival. Work is restricted to 8:00 AM to 4:00 PM, Monday through Friday, excluding federal holidays and 4th Fighter Wing down days. The contractor must supply a one-year commercial warranty on all workmanship and materials and obtain Contracting Officer approval before incurring costs for service calls exceeding $100 or requiring more than six hours to complete. Technicians must be qualified and experienced servicing industrial air compressors from the specified manufacturers. The contract includes 20 line items covering biannual maintenance visits plus routine and emergency service calls; quantities are estimates only under the IDIQ structure.
Evaluation factors are technical capability (Acceptable/Unacceptable), past performance (Substantial, Satisfactory, Limited, or No Confidence), and price (fairness, reasonableness, and realism). Technical capability and past performance combined are approximately equal to or significantly more important than price. Award will be made to responsible offerors with technically acceptable quotes demonstrating Satisfactory or higher past performance and fair, reasonable pricing. Note: funds are not presently available; no award will be made until funds are available.
