About this file
This is a Questions and Answers document for federal contract opportunity FA480926Q0067 concerning Air Compressor Preventative Maintenance and Repair services. The document does not establish specific response dates, award dates, or pricing terms, but instead clarifies solicitation requirements and technical specifications.
The Government requires maintenance and repair services for 18 total air compressors: 18 units from the Equipment Maintenance Squadron and additional units from the Munitions Squadron. Equipment includes Ingersoll Rand compressors and a Sullivan Palatek 50UD unit currently in storage at Building 4531, which cannot be installed due to insufficient power capacity. Offerors must provide equipment manufacturer, model number, serial number, and nameplate information; the Government does not provide physical operator and maintenance manuals but has made some available online. Service pricing must include all labor, travel, consumables, and minor parts up to a $100 allowance per the Statement of Work. Offerors may use the experience and past performance of proposed first-tier subcontractors or key technicians when addressing technical capability and past-performance evaluation factors. The solicitation requires compliance with FAR clauses 52.216-18, 52.216-19, and 52.216-22 (with fill-in dates and quantities to be provided in an amended solicitation), and includes DFARS clause 252.237-7024 Notice of Continuation of Essential Contractor Services, requiring a continuity-of-operations plan with quotations.

Questions & Answers
Q: We are looking for the manufacturer, model number, serial number, and any available nameplate information. If possible, photos of the equipment data tags would also be greatly appreciated. This information will help us verify the correct equipment configuration and ensure our proposal accurately reflects the required OEM components.
A: See attached photos.
Note* Could not verify Model # or Serial # on h. as the data plate was too faded.
Q: Does the Government have the operator and maintenance manuals for the air compressors listed in the Statement of Work? If the Government does not have them, would it be possible to request the correct manuals from Ingersoll Rand using the listed model and serial numbers?
A: We do not have physical copies of the owners manuals; however, I was able to look up the owner’s manual online for most compressors.
Q: Additionally, the Statement of Work references the installation and PA/S maintenance of a Sullivan air compressor. However, the referenced paragraph 2(f) appears to identify an Ingersoll Rand SS5L5 unit. Please confirm whether installation of a Sullivan compressor is required.
A: We have a Sullivan Palatek 50UD stored in Bldg 4531. It is not installed and is currently in our storage room. Bldg 4531 currently does not have the power capacity to run that air compressor which is the reason it has not been installed.
Q: Section 1 of the SOW references eighteen Equipment Maintenance Squadron compressors and eight Munitions Squadron compressors, suggesting 26 total units.
Section 2 references twelve compressors, while the equipment list and pricing schedule contain eighteen compressors. Please confirm the correct number of compressors and whether the eighteen-unit pricing schedule controls.
A: The SOW was adjusted and attached to the solicitation amendment. The chart is accurate the number should reflect 18 air compressors in total.
Q: FAR clauses 52.216-18, 52.216-19, and 52.216-22 contain blank ordering dates, minimum quantities, maximum quantities, and completion dates. Please provide the applicable IDIQ ordering information and contract limitations.
A: These fill ins were adjusted for clauses 52.216-18, 52.216-19, and 52.216-22. Please refer to amended solicitation.
Q: May an offeror use the experience and past performance of its proposed first-tier air-compressor service subcontractor or key technicians when addressing the technical-capability and past-performance factors?
A: Yes, please provide experience and past performance for both.
Q: The solicitation references a Mission Essential Contractor Services attachment and date that appear to be blank. Please confirm whether a continuity-of-operations plan is required with the quotation and, if so, provide the applicable attachment.
A: 252.237-7024 Notice of Continuation of Essential Contractor Services
Q: Please confirm whether the prices for routine and emergency service calls must include all labor, travel, consumables, and minor parts up to the $100 allowance described in the
SOW.
A: Yes, include all labor, travel, consumables, and minor parts in pricing.
