About this opportunity
The Department of the Air Force United States Air Forces in Europe - Air Forces Africa is seeking air charter and bus transportation services for a NATO partnership exercise involving 68 Armenian military personnel. The solicitation, issued by the 39th Contracting Squadron at Incirlik AB, Turkey, requires round-trip charter flights between Zvartnots International Airport in Armenia and Nuremberg International Airport in Germany, with accompanying bus transportation to and from the Hohenfels training area. The procurement follows a Lowest Price Technically Acceptable (LPTA) evaluation approach, with vendors required to be registered in the System for Award Management (SAM) and limited to a 10-page response. Key submission deadlines include questions due by 5 May 2025 and quotes due by 12 May 2025, with an estimated award date of 14 May 2025. Vendors must demonstrate capability to transport military personnel with specific equipment constraints, including handling personal gear, radios with lithium batteries, and adhering to international travel regulations.
The contract opportunity has no specific set-aside designation and is classified under NAICS category 481211 for nonscheduled chartered passenger air transportation. Performance is primarily in Germany, specifically at the Hohenfels training area, with transportation scheduled for outbound flights on 29-30 May 2025 and return flights on 20-21 June 2025. The transportation requirements include specific logistical parameters such as maximum luggage weight of 32kg per person, accommodations for 20 lithium batteries, and passenger travel with tourist passports and Schengen visas. Contractors must navigate complex operational requirements, including obtaining security clearance from the Armenian Ministry of Defense, avoiding Turkish airspace, and managing temporary export/import customs status for cargo. The solicitation emphasizes the need for experienced providers with expertise in transporting military personnel for NATO member states and managing international transportation logistics.
